Consultancy title: Documentation of implementation of MENA Primary Health Accelerator

Duration: 5 months (part time)

Duty Station: Home based/Remote support

How can you make a difference?

To document lessons learned and best practices from planning, implementation, and monitoring of covid-19 vaccine roll-out in MENA Region focusing mainly on key areas of UNICEF responsibilities and accountabilities.

Key deliverables and main tasks:

The focus of this documentation will be in the following areas (For more details see Annex 1 with more background information)

1. Coordination and collaboration with partners at Global and regional office including internal coordination both at Regional level and with HQ including participation in the Regional Working Groups and leading and co-leading sub-working groups for vaccine supply/logistics and RCCE respectively.

2. Supporting countries in developing National Deployment and vaccination plans (NDVPs)

3. Resource mobilization especially from Gavi/COVAX, Humanitarian Action for Children (ACT-A – vaccine and RCCE pillar) and other donors.

4. Supporting countries in the integration of supply and demand side elements of the response

a. Supply side elements include: cold chain system strengthening including application to COVAX and other related support to ensure there is adequate cold chain space in the country and at all levels; and preparedness and readiness support to ensure timely procurement, shipment and distribution of covid-19 vaccines

b. Demand side elements include vaccine acceptance, risk communication and community engagement (RCCE), evidence generation including social listening, capacity building, partner mapping, campaigns

5. Overall MENARO support to UNICEF country offices in the all areas related to supply and demand

The documentation of lessons learned, and best practices will inform UNICEF on the best strategies to support countries to increase the uptake of vaccines to ensure that all eligible population are reached and vaccinated

The documentation of best practices will be achieved mainly through review of existing document, dialogue and interviews with key responsible UNICEF MENARO staff base in the areas of accountabilities and responsibilities. The assignment will also include discussion and interviews with selected UNICEF country offices and key partners involved in COVID-19 vaccine roll-out in the region.

In addition to this, the consultant will work closely with a second consultant responsible for documenting the implementation of the Japan Grant for strengthening cold chain system in 5 countries (Algeria, Djibouti, Egypt, Libya and Tunisia). This second consultant will provide insight on how UNICEF has been able to strengthen cold chain systems in all priority countries.

Consultancy Requirements:

• Master’s degree and/or post graduate education in Communication, Journalism, Public Relations, health communication, public health or other related field.
• At least five years’ professional work experience in journalism, communication, print, broadcast, and/or new media.
• Outstanding written English and advanced ability to quickly research, critically analyze and synthesize large amounts of information; fluency in Arabic is preferred and will be an added advantage for consideration.
• Strong knowledge and experience in writing stories, articles, media materials targeting tailored for different audiences – the public, donors, media outlets. Experience in collecting and analyzing both supply and demand side case studies.
• Knowledge of UNICEF program work in the MENA Region in the areas of immunization and C4D/RCCE; including knowledge of strategic partners in the area of health and immunization
• Sound understanding and knowledge of technical aspects on immunization services with the special area on all areas of UNICEF responsibilities and accountabilities.
• Sound understanding of the child, women’s rights, and gender mainstreaming
• Knowledge on gender equality, equity, and human rights programming
• Demonstrated ability to develop and maintain effective work relationships with counterparts and external partners and ability to work in a multi-cultural environment
• Demonstrated ability to work in a team
• Proven ability to conceptualize, innovate, plan, and execute ideas.
• Ability to take initiative and work with minimum supervision.

Applicants are also required to indicate availability and financial quotation in USD to undertake the terms of reference above.

TRAVEL CONSIDERATIONS:

Home based with limited option to travel to Amman for short duration: This assignment will mainly be home based with the possibility of travel to Amman for face to face meeting with regional team. As most of this work will be involving gathering and reviewing existing documents and discussion with identified key stakeholders within and outside UNICEF through virtual discussions.

Payment Schedule:

UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month
