Consultancy title: Documentation of implementation of MENA Primary Health Accelerator

Duration: 2.5 months (part time)

1 December 2021 – 15 February 2022

Duty Station: Home based/Remote support

How can you make a difference?

The primary objective of the assignment is to document the MENA PHC accelerator, with country examples for use by those COs engaged in the implementation, other COs planning to do so and stakeholders outside of UNICEF. The report will also contribute to the MENARO health section annual report for internal and external audiences.

Under the supervision of the Regional Advisor Health and Nutrition, and in collaboration with the Regional Knowledge Management Specialist and in close coordination with the health programme focal points in COs, the consultant will document regional level MENA PHC accelerator’s around the three main themes and their associated sub-themes as outlined in table 1. Additional thematic areas that may be proposed by specific COs could be considered for documentation as well. Country Offices have achieved different milestones and are continuing to adapt and implement depending on the local conditions and priorities. The consultant will also document in detail country cases or examples for each sub-theme, at most 2 countries per sub-theme.

Key deliverables and main tasks:

1. Inception report:

• Timeline of activities for the documentation exercise

• Methodology of the documentation: desk review, primary data collection for Key Informant Interview (KII)

• Checklist for KII around the 3 main themes and their sub-themes

• List of selected UNICEF staff at RO and COs to for KII.

• Information triangulation from different sources to check consistency and validity.

2. Data collection, validation, analysis, and draft report:

• Desk review of documents provided by UNICEF RO and COs.

• Primary data

• Data collection and analysis

• Draft report detailing the documentation around the main themes and sub-themes with at most two country examples for each main them.

• Presentation of the draft the report to the client for validation.

3. Final report:

• Incorporate comments on the draft report from RO and CO focal persons.

• Graphic design of the final report: visually appealing and reader friendly.

To qualify as an advocate for every child you will have…

Consultancy Requirements:

  • Advanced university degree in Journalism, Communication, or a Health-related field.
  • At least eight years of working experience in journalism, communication, research, policy, or other related fields
  • Excellent writing and editing skills
  • Experience in documentation to convey programming efforts in health-related activities
  • Capacity to familiarize herself/himself with UNICEF’s work and follow UNICEF branding guidelines and style book.
  • Technical knowledge about health, nutrition, COVID-19 ACT, Public Finance for Primary Health Care (PF4PHC) in the Middle East and North Africa (MENA) region is an asset
  • English is mandatory, as a working language of the assignment. Arabic and French language would be an asset.

Applicants are also required to indicate availability and financial quotation in USD to undertake the terms of reference above.

TRAVEL CONSIDERATIONS:

This is a remote/home based consultancy, no travel is required.

Payment Schedule:

UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month

  3. Financial quote as a lump sum, inclusive of professional fees, travel/administrative/subsistence costs, if applicable
  4. Names of three referees
