BACKGROUND & RATIONALE

Every year, over 1 billion children experience violence. Violence in childhood undermines all other investments in children; in their health, education and development, often with negative lifelong consequences and intergenerational impact. Recognizing the devastating impacts of violence against children, in 2015 world leaders committed to end all forms of violence, abuse and neglect by 2030, as part of the Sustainable Development Goals. In July 2016, the UN Secretary-General launched the Global Partnership to End Violence Against Children and an associated Fund.

The Partnership includes governments, UN agencies, international organizations, civil society, faith groups, the private sector, philanthropic foundations, research practitioners, academics and children themselves - uniting their voices, actions and resources in a unique public-private collaboration focused solely on ending violence against all children. In its first four years, the Partnership has: enrolled 30 governments as 'Pathfinder' countries; encouraged 15 countries to endorse the Safe to Learn Call to Action, grown its membership to over 450 organizations; helped develop and promote the INSPIRE solutions to end violence; awarded more than $35 million in grants to tackle online child sexual abuse, and violence against children in conflict and crises; and galvanized those working to end violence through an inaugural End Violence Solutions Summit.

PURPOSE

Building on this initial progress, the Partnership Secretariat is evolving its strategy, operational approach and business model, to better support the collective impact of the Partnership and lay the foundations for systemic change at scale. Heading into the scale-up phase, the Secretariat will: raise awareness and grow demand for change; make a compelling investment case and mobilize new resources for everyone working to end violence against children; and get the solutions, expertise and resources to all those working to end violence.

This transformation requires investment in top quality content and stronger visibility. The Partnership is seeking a digital communications specialist with extensive experience in communications within the development sector, and especially in the areas of digital content and online platforms, social media, advocacy and campaign communications and monitoring the reach and influence of communications and advocacy strategies.

KEY TASKS AND RESPONSIBILITIES:

The consultant is expected to perform the following key tasks:

  • Develop and implement a weekly and monthly website and social media content management plan in consultation with the Secretariat work streams leads.
  • Contribute to communications planning and strategy
  • Plan and execute social media components of End Violence campaigns across several platforms including Facebook, Twitter, Instagram, in coordination with counterparts at End Violence members.
  • Plan and execute communications campaigns
  • Coordinate the workflow of the Communications Department and project manage cross-organisational projects as needed
  • Develop and report on key communications metrics
  • Produce and disseminate communication content
  • Assist production of stories, features and other text, photo and video content about End Violence members and Secretariat programme activities.
  • Draft web articles and other communications products about solutions to violence against children for distribution via social media channels in easy-to-understand language for non-specialist audiences.
  • Support in building a photo and video database from End Violence member organisations
  • Maintain professional relationships with key partners
  • Initiate and sustain professional relationships with key constituencies
  • Develop relationships with journalists
  • Act as focal point on social media issues
  • Lead social media outreach and engagement, including interacting with End Violence partners and engagement with new partners and sectors
  • Engage with global and national audiences on End Violence priority issues and major events, including drafting communication plans, implementing actions, coordinating activities, and monitoring and reporting on progress.
  • Undertake other duties as assigned by supervisor.
  • Duties to be determined on an as needed basis; travel may be required.

Key deliverables

Development and execution of digital communications strategy to increase reach and influence of content

Establish systems to manage communications deliverables and coordinate workflow to deliver communications products, assets and services

Coordinate communications campaigns across the organisation

Initiate and develop relationships with key constituencies, including the media

MANAGEMENT AND COORDINATION OF ASSIGNMENT

The contract is expected to commence on 10 November 2020 and concludes on 30 June 2021, for a total duration of 7.5 months. The consultant will be supervised by the Director of Communications and will closely work with the End Violence Secretariat team members in New York and Geneva.

PAYMENT PLAN

Monthly payment, based on satisfactory delivery of tasks and progress reports, approved

upon monthly review with supervisor.

Consultant is responsible for his/her own health insurance.

Consultant is responsible for costs of obtaining any necessary visas and travel insurance.

Consultant is responsible for providing his/her own equipment (i.e. computers, phones, etc).

Experience and qualifications

The successful candidate will be highly collaborative, results-oriented and proactive, with a flexible approach and a commitment to achieving results through policy advocacy.

  • Advanced university degree (Master's or equivalent) in law/legal studies, human rights, international development or other relevant fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree;

  • A minimum of five years of relevant professional experience in legal policy or similar;

  • Experience in researching and analysing legislation and policy in different legal systems;
  • Ability to synthesise complex legal information into easily accessible content for a range of audiences;
  • Knowledge of human rights law and the UN and/or regional human rights monitoring systems;
  • Proven ability to maintain a high level of attention to detail when working to tight deadlines
  • Passion for the Global Partnership's mission to end all forms of violence against children;
  • Strong written and verbal communication skills, excellent technical communication with peers and non-technical stakeholders

PREFERRED QUALIFICATIONS:

Experience working on issues related to protection of children against violence highly preferred, with a special focus on online violence and sexual exploitation

Experience working in international development context highly preferred

Desire to work in a highly collaborative environment

  • Fluency in English (both oral and written) is required.
  • Knowledge of Spanish, French and/or other UN languages is highly desirable.

    VISA REQUIREMENTS

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant's household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G-4. Please note that the G-4 visa is required to take up the appointment
