How can you make a difference?

The Social Policy Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide technical support and capacity building to the government Officials on development of the Management Information System (MIS) of the Child Support Grant (CSG).

Purpose of Assignment:

(1) Provide technical support to Department of Children and Youth (DCY) and the selected vendor to deliver the enhancements of the CSG MIS;

(2) Provide guidance to the DCY for information management processes and solution option for integrated social protection system in Thailand; and

(3) Support the national MIS consultant to ensure that the national partner, the DCY understands requirements, is on-board and engaged, and has built the required capacity to be able to manage and rollout the enhanced MIS.

Work Assignment and Work Schedule:

The consultant will be responsible for the following key specific tasks:

  1. Provide technical assistance to the DCY to plan and design the development of CSG operational enhancements and MIS including scope, requirements, design principles, technical architectural and design approach.
  2. Provide guidance on international best practice and country examples for integrated data management solutions for the CSG in relation to other social protection schemes and another social services provision.
  3. Provide technical guidance to the DCY and selected IT vendor to implement the enhancements for the CSG MIS.
  4. Ensure sustainability and handover from the IT vendor to the DCY, including source code management, technical documentation, updated test cases and environments for further changes that may be required by the DCY.
  5. Provide quality assurance of the delivered enhancements to the CSG MIS to ensure they are in line with policy and operational objectives and adhere to MIS design principles.
  6. Work closely with national consultant and provide in-depth technical support for UNICEF in engaging with the DCY in order to develop the CSG MIS including gathering requirements, presenting design and solution options, advocacy of CSG information management.
  7. Organize capacity building workshop for the DCY technical staff to ensure the implementation of the CSG MIS.

In consultation and collaboration with the UNICEF and relevant partners, especially the Department of Children and Youth (DCY) of the Ministry of Social Development and Human Security, the consultant will be responsible for ensuring the following activities have been undertaken as scheduled.

5. Quality assurance (QA) of the CSG MIS, including testing and assessment of the enhanced modules and operational outputs

- QA strategy and approach document for the CSG MIS (in collaboration with IT Vendor)

Official Travel: Home-based assignment with 1 mission in Bangkok (5 working days in Thailand, if possible)

Estimated Duration of Contract: 50 working days between December 2020 – September 2021

To qualify as an advocate for every child you will have…

  • Advanced university degree in Computer Sciences/Engineering, Information Technology;
  • A minimum of 8 years of relevant professional work experience in the design and development of MIS solutions for social protection sector or large IT transformation programmes. Developing country work experience is essential. Experience of Thailand is preferable;
  • Professional technical knowledge/expertise in software development, systems engineering, information systems architecture design and database management;
  • In-depth knowledge of database and management systems for social protection programmes;
  • A successful track record in managing the delivery of IT implementations, including the management of software developers and vendors;
  • Fluency in English and fluency in another UN language an asset;
  • Excellent analytical and presentation skills including skills of conducting workshops.

Additional desirable qualifications:

  • Experience working with Government departments for business process design and reengineering to gain operational efficiencies;
  • Professional technical knowledge/expertise in MIS systems strategy, roadmap design, costing, capacity and resource plans;
  • Experience in MIS project management and rolling out of large-scale MIS systems especially in capacity constrained environments/developing countries is highly desirable;
  • Knowledge of social cash transfers preferably in the South East Asian context, familiarity with Thailand and ASEAN context is a big plus;
  • Ability to write clearly in plain and understandable English;
  • Human Rights, Gender equality and diversity awareness is an asset.
