BACKGROUND:

Parenting Partners Caribbean (PPC) was founded in 1991 in Jamaica as a coalition of organisations and professionals committed to supporting the parenting work of local community groups and leaders. The focus was on producing materials based on international best practices but designed to be more culturally relevant for Caribbean parenting realities. They led parenting programmes across the region and collaborated with the Bernard Van Leer Foundation, UNFPA, IADB, UNICEF, The British High Commission as well as government ministries in Jamaica and the wider Caribbean. Their manual, Pathways to Parenting, was widely used. Over the past 30 years, PPC has successfully conducted courses for parents, facilitators and trainers, produced print and audio-visual materials on parenting that are used locally and Regionally; consulted with government, non-government and private sectors; helped set standards for parenting programmes in early childhood settings; developed programmes to help parents communicate about reproductive health issues; contributed to the developing a national parenting strategy, ultimately leading to the establishment of the National Parenting Support Commission in Jamaica.

In 2020, Parenting Partners Caribbean (PPC) implemented an online survey of parenting initiatives in the Caribbean region. The UNICEF Office for the Eastern Caribbean Area (ECA) supported the initiative by using its convening power to bring together partners in the Education, Health and Social Development Sectors; NGO partners; and Academia among others. from our 12 programming countries and territories, as well as the wider Caribbean in virtual discussion sessions.

The parenting survey was meant to provide up-to-date information to ascertain:

  • who is doing parenting programmes and who is targeted for participation within Caribbean countries and territories;
  • what are the content and methodologies used;
  • what are the types of venues used for parenting sessions;
  • the types and availability of funding and other resources;
  • the types of monitoring and evaluation conducted;
  • the existence of local and national guidelines and policies for parenting programmes; and
  • Initial efforts to address parents’ needs and concerns during COVID19

Preliminary findings of this survey were analyzed and conclusions and recommendations made. These were presented to a group of Regional partners for their information, feedback and suggestions for the way forward.

  • Among the recommendations was for the preliminary findings to be compiled into a comprehensive report. It was recommended that having the information in a readily accessible digital format would make it easy to share widely and ensure the ease of use by the many national and regional entities involved in providing parenting support at all levels.
  • It is also anticipated that the information contained will contribute to the development and strengthening of policy guidelines for more sustainable parenting programmes in the region.
  • In addition the information in the report will support the Caribbean region in the thrust and advocacy for quality parenting , an echo which grew louder as parents and caregivers struggled to support their charges in many different ways during the pandemic and COVID-19 restrictions.
  • It is also anticipated that the content will serve to reinforce the Region’s commitment towards developing and sustaining parent education, building of skills and overall support whilst promoting culturally relevant education and communication.
  • Partners from the CARICOM Secretariat also expressed interest in having the Report available to support planning discussions with the COHSOD.

PURPOSE/SCOPE OF ASSIGNMENT:

1. Goal and Objective: Under the supervision of the ECD specialist the Consultant will produce a synthesis report, summary and the infographics which will:

  • contribute to the development and strengthening of policy guidelines for more sustainable parenting programmes in the region.
  • support the Caribbean region in the thrust and advocacy for quality parenting, an echo which grew louder as parents and caregivers struggled to support their charges in many different ways during the pandemic and COVID-19 restrictions
  • serve to reinforce the Region’s commitment towards developing and sustaining parent education, building of skills and overall support whilst promoting culturally relevant education and communication.

2. Activities/Tasks: main responsibilities and tasks will include:

  • Produce a synthesis of the Regional Parenting Survey findings and recommendations as required
  • Prepare a full print-ready and digital report on the 2020 Regional Parenting Survey conducted by Parenting Partners Caribbean in July 2020.
  • The Report should reflect the methodology, instrument used, findings with relevant analysis, conclusions and recommendations.
  • Consult with UNICEF and PPC and other key stakeholders for additional material, any clarifications, validation of the report etc.
  • Finalize print-ready layout for the final report.
  • Prepare a user-friendly summary of the findings of the Report.

3. Work Relationships:

  • Parenting Partners Caribbean is the Regional Partner who implemented the parenting Survey in collaboration with UNICEF. They will work closely with UNICEF to provide feedback on all drafts and final products.
  • The Contractor will be supervised directly by UNICEF and will be accountable to the Contract Supervisor on each phase of the compilation of the report.

4. Outputs/Deliverables:

  • The synthesis of the Regional Parenting Survey Report inclusive of key findings and recommendations to guide further consultation and programming with National and Regional Partners;
  • Develop a Print Ready and Version of the report taking feedback into consideration.

Performance indicators to be evaluated during the assignment:

  • Responsiveness and active engagement with PPC and UNICEF
  • Efficient Management of time from Inception to Completion

PAYMENT SCHEDULE:

Payment of professional fees will be based on submission of agreed deliverables which receive satisfactory quality review. In general, individual contracts shall not allow for fee advances. However, a maximum of 30 per cent of the total contract value may be authorized by the Approving Authority in cases where advance purchases, for example for supplies or travel, may be necessary.

MINIMUM EXPERIENCE / QUALIFICATIONS:

  • A Master’s Degree in Psychology, Social Work, Parenting, Child Development, Family Studies, Information, Education and Communication (IEC)
  • A minimum of 5 years relevant work experience.
  • Research skills in family/social and development
  • Writing and editing for various formats – especially ability to translate and simplify complex concepts
  • Professional experience in producing a synthesis report from surveys and admin sources.
  • Proven ability in coordination of research, dialogue and synthesis of complex information in strategic reports.
  • Demonstrated experience with research, with proven experience in compiling synthesis reports
  • Strong writing and analytical skills for quality report writing.
  • Strong presentation and communication skills (writing and oral) in English (fluency required)
  • Strong coordination skills and ability to adhere to deadlines and work remotely.

ADMINISTRATIVE MATTERS:

Consultant will be home-based and expected to use his/her own equipment.

CONDITIONS OF SERVICE****:

Before commencing work, a consultant or individual contractor shall submit a statement of good health and take full responsibility for the accuracy of that statement, including confirmation that he or she has been informed of the inoculations required for the country or countries to which travel is authorized. Consultants and individual contractors shall assume all costs that may occur in relation to the statement of good health. Consultants and individual contractors are required to certify that they are covered by medical/health insurance.

RECOURSE:

UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.

TITLE RIGHTS:

All materials created by the Contractor which bears a direct relation to, or is made in order to perform, this contract and any intellectual property rights thereof, including but not limited to patents, copyright and trademarks, shall be jointly owned by UNICEF and the Contractor. At the request of UNICEF, the Contractor shall assist in securing such property rights and transferring them to UNICEF in compliance with the requirements of the law governing such rights. Any third-party usage shall require written permission from both parties.

Consultants and Individual contractors, even those working from home, must complete the following online courses prior to signature of contract. All certificates should be presented as part of the contract:

Consultants and Individual Contractors must complete the following course before commencement of any travel on behalf of UNICEF.

Any consultant or individual contractor who is issued a UNICEF email address must complete the following courses no later than 30 days after signature of contract.
