SHORT TITLE OF ASSIGNMENT

Development of a localized resource book on Child Protection in Emergencies (CPiE), conducting Training of Trainers (ToT) and other capacity-building workshops on CPiE

BACKGROUND

Iran is prone to large-scale natural hazards, in particular earthquakes and floods and was one of the countries most severely affected by the outbreak of COVID-19 in the Region. In recent months, the humanitarian situation in Afghanistan has deteriorated dramatically, with significant consequences for the most vulnerable among the population. This situation is expected to increase cross-border movement of Afghans seeking protection and asylum in Iran. Therefore, Iran needs to be highly prepared for Child Protection in Emergencies (CPiE) services, and development of related emergency preparedness and response standards, protocols, and resource materials. This consultancy is in line with UNICEF’s efforts to support enhancement of national capacities for provision of timely and quality Child Protection services during emergencies.

OBJECTIVE / SCOPE OF WORK

The key objectives of this consultancy are:

  • To develop a localized resource book on CPiE;
  • To conduct Training of Trainers (ToT) workshops for IRCS focal points on the developed resource book;

To conduct trainings on Child Protection in Emergencies (CPiE) for SWO Social emergencies’ focal points

METHODOLOGY

While taking due note of the local context, infrastructures, and capacities, the consultant should draw upon lessons learned from similar countries/contexts, as well as global standards for CPiE and MHPSS in Emergencies e.g. Minimum Standards for Child Protection in Humanitarian Action (CPMS), Child Protection in Emergencies Coordination Handbook, IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings and UNICEF Core Commitments for Children, during all stages of the consultancy, in particular when developing training packages.

The content of the CPiE resource book and training material should include – but will not be limited to – the following topics:

  • Definition and importance of CPiE;
  • Cross-cutting issues as defined in CPMS and as relevant to the context;
  • Strengthening children’s resilience during natural disasters and displacement;
  • Protecting children from violence during natural disasters and displacement;
  • MHPSS in emergencies;
  • Identification and referral of Unaccompanied and Separated Children (UASC);
  • Community-based approaches;
  • Accountability to Affected Populations (AAP).

Furthermore, the material should be inclusive, with due attention to specific needs of more vulnerable groups, including children with disabilities and children on the move.

Additionally, UNICEF and SWO aim to develop a digital medium for CPiE resource book to facilitate its dissemination to relevant staff who have not participated in training workshops. For this purpose, the consultant should clarify the material from the resource book which is suitable and necessary for the said digital medium. Considering that digitalization will be outsourced to a specialized institution, the consultant should remain available for providing support to UNICEF in the process of monitoring and reviewing the digital material.

All documents will be developed in close consultation with key partners and relevant organizations, i.e. IRCS and SWO, to ensure incorporation of the field experiences of these organizations and feasibility/ functionality of the package in the field.

In the context of the COVID-19 outbreak, UNICEF and relevant governmental partners will foresee proper measures to observe the Infection Prevention and Control (IPC) protocols for conducting the workshops.

Conduct a desk review of CPiE resources and qualitative data gathering, including Focus Group Discussions and Expert Interviews, and develop the outline of the localized resource book.

CONDITIONS OF WORK

The consultant shall use his/her own facilities to manage the work.

  • Fee for services to be provided – based on the deliverables in the Terms of Reference
  • Wherever possible, indicate the itemized cost of the travel (air tickets etc.).

To qualify as an advocate for every child you will have…

The consultant should possess the following qualifications:

  • Minimum Master’s degree in social work, psychology, emergency and disaster management or related disciplines.
  • Minimum 5 years of working experience in the field of Child Protection, including field experience in Child Protection in Emergencies.
  • Proven experience in development of guidelines and resource materials.
  • Proven experience in development of training curricula and materials.
  • Proven experience in facilitating relevant training workshops.
  • Previous experience in working with disaster-affected populations is an asset.
  • Previous experience in working with IRCS and SWO is an asset.
  • Previous working experience with UNICEF/UN and relevant national and international organizations involved in emergency preparedness and response is an asset.
