Background and Justification

In Namibia, over the past years, mapping poverty and understanding the root causes thereof has taken center stage of national development through National Development Plans (NDPs). In its endeavour to fight poverty in all its forms as per SDG 1.2.2, the government, with support from UNICEF, launched the Namibia Multi-dimensional Poverty Index (NaMPI) Report (2021) in June 2021, which analyses and present multidimensional poverty measurement at national and regional levels.

The index assesses the simultaneous deprivations that are experienced by people in a society, based on several identified dimensions of poverty in a particular setting. Whilst drawing from the Global MPI, the National MPI for Namibia was adjusted and contextualized to better reflect the specific context and development priorities of the country. The NaMPI is based on three dimensions: ‘Living standards’, ‘Health’ and ‘Education’, and is measured across 11 indicators, deemed by the national

MPI steering committee to be reflective of the Namibian context and informed by available data.

The Report notes that 43.3% of the Namibian population is living in multidimensional poverty, with regions such as Kavango West (79.6%), Kavango East (70.0%), Zambezi (60.7%) and Kunene (64.1%) experiencing the highest levels of multidimensional poverty. Erongo (16.6%) and !Karas (19.6%) experience the least multidimensional poverty. Children aged 0-17 also experience disproportionately high levels of poverty at 51.3%. In addition, there is high rural (59.3%) and urban (25.3%) disparity in the levels of multidimensional poverty.

The results from the report highlight the magnitude and urgency of the situation, hence the need for a coordinated policy response at national and regional levels. But first, there is need to raise awareness among policy makers and key stakeholders at all levels: to ensure that the NaMPI is used as a tool to inform policies and budgets by National and Regional authorities; to show how the results of this study influence other child related indicators; and how this can be used for programming by Partners.

It is against this background that UNICEF Namibia seeks to engage a consultant who is experienced in presenting data in user-friendly and easy to understand infographics, for policy makers and other stakeholders. The infographics will present a situation overview at the regional level and for all the 14 regions, drawing on data primarily from the NaMPI as well as other key child related reports from UNICEF.

How can you make a difference?

Objectives and expected results:

The main goal of this consultancy is to produce infographic profiles for each of the 14 regions using the NaMPI and other key child related reports from UNICEF. While focusing on poverty, the consultancy should also cover thematic areas covered in the Country programme including education, health, nutrition, and child protection indicators. The infographics will be used by UNICEF as advocacy tools to engage regional authorities and partners to influence budgets and strengthen polices for child poverty eradication and in mobilising resources for the country office.

The main expected output is:

  • Based on datasets to be provided by UNICEF, develop infographic regional profiles for each of the 14 regions.
  • The final infographics should be designed and laid out and ready for print.

Main Tasks:

  • Develop illustrations/ infographics (creative illustration) from the available regional indicators, to help uncover patterns and trends described in the NaMPI report, the Country Programme Document and other relevant UNICEF reports.
  • Produce illustrations/ infographics for each of the 14 regions for review by UNICEF.
  • Produce final, designed and laid out, print ready infographic regional profiles for each of the 14 political regions of Namibia.

To qualify as an advocate for every child you will have…

Desired background and experience

  • A diploma in technical graphics /graphic design with a strong portfolio of work previously done
  • Be creative, innovative and have an artistic talent
  • At least 5 years of work experience at national or international level in creative illustrations and presentation of data in an easy to understand and user-friendly manner
  • Demonstrate ability to engage effectively with various partners including the government, civil society, private sector, UN and other development donors and high-quality liaison and representation at local and national levels;
  • Strong interpersonal and cross-cultural skills and ability to foster relationships with key stakeholders from donors, government counterparts, and other local partners;
  • Strong understanding of data presentation, with strong writing skills a must;
  • Ability to work under pressure, effectively coordinate diverse stakeholders and meet tight deadlines without supervision and compromising quality of work;
  • Experience working and engaging with senior government officials, donor representatives and civil society on policy and strategic issues;
  • Strong analytical and critical thinking skills;
  • Fluency in English and Afrikaans (verbal and written).
  • Good facilitation and presentation skills;
  • Computer literacy and knowledge of standard PC software packages (MS. Excel, PowerPoint, Word, etc.) is essential.

Administrative issues

Work relationships:

  • The consultant will work under the overall supervision of the UNICEF Communication, Advocacy and Partnership Specialist. She/he will meet regularly with the Social Policy Manager for inputs on illustrations and infographics.
  • The consultant will not be provided any equipment, office space or other services by UNICEF

Travel:

Since no travel is required for this consultancy, the consultant will work remotely/homebased.

Medical Insurance:

Consultants are required to certify that they are covered by medical/health insurance. Consultants who are required to travel beyond commuting distance to duty station(s) shall also certify that their medical/health insurance covers medical evacuations.

UNICEF recourse in case of unsatisfactory performance:

Payment will only be made for work satisfactorily completed and accepted by UNICEF

Note - UNICEF will provide the excel data set to be used and will cover the printing cost of the Regional Profiles. All pictures and materials prepared/used will remain the sole property of UNICEF. The above final deliverables should be presented in soft copy

Risks

Impact of COVID on staff and all those engaged, might hamper the timely completion of the consultancy. This will be mitigated by adjusting the timeline to enable full completion and delivery of quality product.

UNICEF will also provide the consultant with all relevant and needed documents required to successfully complete the deliverables.
