How can you make a difference?

In 2022, the Federal Government of Nigeria instituted the National Monitoring and Evaluation Policy (NMEP). This policy is designed to standardize monitoring and evaluation (M&E) practices across various governmental levels—Federal, State, and Local Government Areas (LGAs). The aim is to improve governance and enhance service delivery by establishing a unified framework that promotes evidence-based planning and accountability.

UNICEF is providing technical assistance to several states in Nigeria to contextualize and institutionalize this policy, with the overall objective of strengthening results-based, child-sensitive M&E systems.

Scope of Work:

Under the overall guidance of the Planning and Monitoring Manager, the consultant will support the development of a How-to Guide for results-based and child-sensitive M&E systems with the Abuja-based and field-office planning and monitoring specialists, social policy and evaluation. Using a human-centered design approach, the consultant will deliver a guidance fit for local contexts while maintaining alignment with national objectives and promoting a child-rights agenda.

Key activities will include:

• Desk review of relevant existing policies and guidance at national and subnational level, from Government and other partners, as well as UNICEF.
• Identify gaps and opportunities for developing the How-to-Guide for strengthening results-based, child-sensitive M&E systems aligned with international and local best practices and UNICEF guidance.
• Conceptualize and facilitate a co-creation workshop with relevant partners to understand stakeholders' perspective, identify key guiding principles and produce a prototype for the How-to-Guide for strengthening results-based, child-sensitive M&E systems.

To qualify as an advocate for every child you will have…

Education:

A master’s degree in social sciences, statistics, planning development, planning, or related fields.

Experiences:

• At least eight years of relevant work experience in programme planning, monitoring and evaluation activities.
• Demonstrated experience in strengthening government M&E systems at national and/or local level is required
• Excellent organizational skills, including project management skills and the ability to work independently and meet deadlines.

• Fluency in English is required. Familiarity with other major Nigerian languages is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
