Purpose of Assignment: Namibia has a young population, with 43% under 18 years of age. In 2016, adolescents (10-19 years) constituted nearly one quarter (23%) of the total population of Namibia. Adolescents and young people (10-24 years) thus constitute an important demographic requiring considerate investment, support and protection and involvement in the national decision-making and development agenda if Namibia is to harness its demographic dividend. Adolescence is a critical period of development. It is an opportunity for growth, influence and creativity, but also presents risks of exploitation, negative influence and lost opportunities. When adolescents are supported and encouraged to engage on matters affecting their lives and communities, they have a better chance of reaching their fullest potential. Adolescents’ unique lived experiences make them experts on their own lives, needs, priorities and concerns. Adolescents are not just beneficiaries but active partners. They have a right to actively engage, have a say and advocate for their health and well-being. Namibia’s response requires intentional action to reach the diversity of adolescents and young people and innovatively engage with them from policy development to implementation. It requires building the awareness, skills and capacities of both duty bearers and rights holders to create sustainable platforms for meaningful participation and civic engagement. Among the most vulnerable populations for HIV infection in Namibia are adolescent girls and young women, with a lower incidence in adolescent boys. Adolescent girls aged 15-19, and young women aged 20-29 account for a disproportionate number of new infections with an HIV incidence rate of 0.99 percent compared to 0.03 percent for their male counterparts due to socio-economic factors such as poverty, discriminatory cultural norms, orphan hood, violence, and high school drop-out rates. Young women aged 15- 19 were found to have three times the rate of HIV infection of their male counterparts. Disturbingly, viral load suppression among young people aged 15-24 living with HIV is lower at 65.4 percent against the adult viral load suppression of 92.5 percent . The risk of HIV transmission is further compounded by high sexual and gender-based violence (SGBV), with young women who have experienced sexual violence or abuse to be around 50%, in Namibia. To enhance quality and efficiency of AYP/AGYW programming, the Global Fund has operationalized an Adolescent Girls and Young Women Strategic Initiative (AGYW-SI). As a trusted leader on adolescent and HIV policy, data and programming, UNICEF is working with the Global Fund to provide technical assistance (TA) and strengthen Global Fund AGYW grant implementation in priority countries. The requirement for TA to enhance the systematic meaningful engagement of adolescents and young people nationally across sectors and levels of has been identified. It is against this background that UNICEF is looking for a technical consultant to provide TA to the MoHSS to support the development of a national multisectoral adolescent and young people’s meaningful participation framework and toolkit.

Scope of Work The purpose of this assignment is to enhance meaningful participation and leadership of adolescent and young people through the development of a national multisectoral framework and toolkit.

Objectives: • Conduct a desk review of international good practices, and existing international and national frameworks, policies, platforms, interventions, and resources available on AYP meaningful participation, including, but not limited to HIV, SRH, gender, disability • Devise and conduct a consultative process engaging key stakeholders from community to national level with adolescents and young people as leaders in the process • Draft a national multisectoral national, multisectoral adolescent and young people’s meaningful participation framework and toolkit for input and validation by key stakeholders for piloting

Activities and Tasks: The consultant’s work will include the following: • Attend an inception meeting with the lead ministries including MoHSS in collaboration with UN partners, AGYW Technical Working Group, and the AYP reference group. • Develop an inception report detailing the proposed methodology for meeting deliverables of this consultancy, including a workplan. • Undertake a desk review of international good practices, and existing international and national frameworks, policies, platforms, interventions, and resources available on AYP meaningful participation, including, but not limited to HIV, SRH, gender, disability • Develop draft concept note including consultative process and timelines as well as approach for AYP reference group leadership throughout the process for sharing with broader stakeholder • Develop and deliver a PowerPoint presentation (PPT) of the proposed consultative process for review and input at a validation meeting • Develop final concept note incorporating stakeholder feedback. • Undertake the consultative process including key informant interviews with key stakeholders across sectors from national to community level and focus group discussions and capacity building for adolescents and young people • Develop a draft framework based upon desk review and consultations including a PPT • Devise an approach and support facilitation of a national consultation meeting on the draft framework and ideas generation regarding the toolkit • Develop a draft toolkit to support the framework implementation • Provide an updated draft framework and toolkit with accompanying PPT for piloting at specific sector engagement opportunities • Support feedback processes from piloting the framework and toolkit • Update the final framework and toolkit based on piloting feedback with accompanying PPT to support dissemination • Develop a short report with key lessons of TA support and consultative process for regional learning

Payment schedule

The performance will be evaluated on timeliness, alignment with TORs, and quality of work. Payment will be made upon satisfactory completion of all deliverables as per schedule below.

To qualify as an advocate for every child you will have…

  • Education: Advanced university degree in public health, pediatric/adolescent health, social sciences, epidemiology, or related field
  • Work experience: At least 8 years of professional experience at national and international levels, including field experience and expertise in adolescent programming or related field in Eastern and Southern Africa is desirable

    • Experience working on similar assignments focused on the meaningful participation of adolescents and young people is necessary - A set of strong analytical skills and a good understanding of translating qualitative inputs into implementation will be an added advantage - Experience working with and for adolescents and young people and conducting consultations will be an asset - Demonstrated ability to working in a multicultural environment and establish harmonious and effective relationships, including with national-level stakeholders - Previous work experience in Namibia or residency within Namibia will be an added advantage - Must exhibit the UNICEF Core Values of:
