UNICEF works to put the rights and well-being of the most disadvantaged children at the heart of the social, political, and economic agenda, in line with our equity focus, working across our organization and with our partners in government, civil society and the private sector to support shifts in public policy, fuel social engagement, and increase investment for children.

LACRO provides technical support and oversight to 24 Country Offices in the region.

The Survive and Thrive Section of the UNICEF Latin America and the Caribbean Regional Office (LACRO), covers activities in the areas of 1) maternal, neonatal and child health (including immunization), 2) nutrition (addressing all forms of malnutrition and 3) adolescent health (including mental health).

There is a frequent exchange in or sharing of materials, activities and information between LACRO and Country Offices, and between Country Offices, but this often happens via email, or via ad hoc digital tools. On UNICEF’s SharePoint, some sharing on specific topics also takes place, specifically on the COVID-19 response and vaccinations in LAC, on mental health (global), and in early 2022 the Survive & Thrive Section launched a knowledge sharing platform on childhood overweight prevention on SharePoint.

Before the start of the COVID-19 pandemic, coverage of childhood immunization had started to backslide, with several UNICEF Country Offices active to help turn the tide. Since the introduction of COVID-19 vaccines, UNICEF LACRO has been fully engaged in immunization activities supporting countries in the region in cold chain system strengthening, Risk Communication and Community Engagement, digital solutions, and other actions. These actions also support routine immunization, an area in which many UNICEF Country Offices have scaled up their actions in the past 2 years. LACRO currently has a document depository in SharePoint for sharing of key documents on COVID-19 vaccination across the region.

To optimize and further professionalize knowledge and information sharing on the Survive & Thrive topics between the Country Offices in the region and from LACRO with Country Offices, it is necessary to have a landing page for the Section, where UNICEF staff can find key documents and information about LACRO’s Survive & Thrive Section, and from where they can access topic specific SharePoint sites. This landing page will include, among others, a link to the existing knowledge exchange site on overweight prevention, to a knowledge exchange site on mental health that will be created separately, In addition, it is necessary to upgrade the current document depository to an attractive and user friendly knowledge exchange site on immunization (COVID-19 and routine) to facilitate sharing of materials on this topic between countries.

For other areas in the Survive & Thrive portfolio, there will be links to key resources with the possibility to expand these links to full-fledged knowledge exchange sites at a later stage.

This landing page will require design, development, training for its use and monitoring, and the knowledge exchange site on immunization also needs to be created. A consultant is sought for these tasks.

Purpose of the Assignment

Under the overall guidance of the Regional Adviser, Survive & Thrive and the Regional Adviser Immunization, the consultant will design and develop the SharePoint landing page for the Survive & Thrive knowledge sharing platform, and create the knowledge exchange platform on immunization. The consultant will also build the capacity of the Section’s focal person to monitor the page and platform and update it when needed.

Specific Tasks

  • Review the Knowledge Management HUB of UNICEF Head Quarters to align the landing page with those guidelines, and review the existing LACRO knowledge sharing platforms. (2 days)
  • Conduct a rapid analysis to determine users’ needs and expectations of the landing page for the Survive & Thrive Section (3 days) and the knowledge exchange site on immunization (3 days)
  • Draft concept notes for the development of the landing page (2 days) and the knowledge exchange site on immunization (5 days)
  • Develop the landing page on SharePoint ensuring an attractive visual design and user friendliness (including adjustments after feedback). (10 days) and the the knowledge exchange site on immunization (15 days)
  • Write and edit guides for the use of the landing page and knowledge exchange platform, and a guide for updating the pages and retrieving traffic monitoring information. (6 days)
  • Encourage countries to use the page and the platform through a brief presentation and train a LACRO staff in updating and maintaining the page and retrieving reports (4 days).
  • Monitor traffic and usage of the knowledge exchange platform, using available internal and external web metric software application, surveys, direct feedback from staff and partners and train S&T in developing traffic monitoring reports. (6 days)

  • Concept notes for the development of the of the landing page and knowledge exchange site, taking into account the results of the user requests.

Minimum Requirements and Qualifications

  • Education Advanced University degree in an information/knowledge management-related discipline (e.g. information science, records and archives management, web designers etc.)
  • Work Experience At least 6 years of experience in information/knowledge management systems including experience in developing virtual or online platforms.

Languages

Fluency in Spanish and English is required.

Technical knowledge

  • Experience with knowledge-exchange between actors and information databases
  • Experience in planning and assembling online platforms
  • Experience in assembling online platforms in sharepoint will be an asset
  • Experience with writing guidance
  • Knowledge of the work of UNICEF
  • Experience working with the UN System is an asset

Supervision

The consultant / individual contractor will work under the direct supervision of the Survive and Thrive Regional Advisor at the UNICEF LAC Regional Office.

Workplace

This is a home-based assignment.

Travel

Travel is not involved. Should travel is included, it will be covered by UNICEF as per policy.

  • Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
  • For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
  • Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
