Background and Justification

UNICEF Namibia embarked on a new country programme cycle (2019-2023) based on an integrated life-cycle approach. The overall goal of the new Programme of Cooperation with the Government of the Republic of Namibia emphasizes its commitment to achieving quality results for children by accelerate the realization of the rights of children and women, through national systems, to ensure that the most vulnerable in Namibia have equitable access to high-quality services, including those in health, education, water, sanitation and hygiene, and protection.

To engage key audiences to act on behalf of children, it is necessary raise awareness on the new Country Programme among national leaders, civil society, the media and the private sector. At the same time, it is important to engage and attract donors and key stakeholders (both locally and internationally) to raise funds for the implementation of Government/UNICEF programme activities. An advocacy and information package using evidence informed messaging and advocacy that highlights components and key issues addressed in the country programme, is therefore needed.

It is against this background that the Communication Section of UNICEF Namibia seeks to engage a consultant who is experienced in producing advocacy and promotional material to bring together the various elements of the Advocacy and Information package.

How can you make a difference?

Purpose:

Under the general supervision of the Communication, Advocacy and Partnerships Specialist and in close coordination and consultation with the Representative, the consultant will be responsible for the conceptualization, development, production, design and layout of the Advocacy and Information package for the GRN/UNICEF Country Programme (2019-2023).

Expectations:

Under the general supervision of the Communication, Advocacy and Partnership Specialist, and technical input from the Section Chiefs, the Deputy Representative and the Representative, the consultant is expected to:

  • Exercise considerable levels of independence in producing an advocacy pack, highlighting the issues that the Country Programme is addressing and the funding needed to implement the programme.
  • Be able to conceptualize the Advocacy package as a tool applicable to all programme section as a resource for building a structured approach for sustained fund raising.
  • Incorporate the role of UNICEF in implementing the Namibia United Nation Partnership Framework (UNPAF) and the Sustainable Development Goals and how all this tie in with inclusive development and the equity agenda.

Key Tasks and deliverables:

The Consultant must undertake the following tasks and activities:

  • Produce a detailed structural proposed plan of approach and timeline for the consultancy.
  • Review the Country Programme documentation including but not limited to the new Country Programme, the United Nations Partnership Framework (UNPAF), Situation Analysis Report, UNICEF Regional and Global Communication Strategy, Namibia National Action for Children, available human-interest stories, key issue documents and strategies
  • Review Namibia country office resource mobilization strategy
  • Under the guidance of the Communication, Advocacy and Partnership Specialist and the Representative, liaise with Programme staff to identify relevant material for fact sheets, theme pages and human-interest stories.
  • Summarize and write up the key components of the advocacy package based on the life cycle approach – First decade, Child Survival and Development and Second decade, Adolescent development and participation with cross cutting coordination and support through the Child-friendly environment and Programme effectiveness pillars:

    • Namibia country and UNICEF programme overview
    • fact sheets using recent data analysis
    • issue pages
    • theme pages for each sub-component
    • funding requirements
    • human interest stories
    • key issues for the Exhibition panels
  • Design and layout the information package, a 15-minute multi-media PowerPoint Presentation (PPT) and A1 sized hanging exhibition panels.

  • Develop one pager on key programme issues for Fundraising
  • Develop an investment case package – linking UNICEF work in Namibia to economic progress
  • Produce regional profiles with key child rights information to reach regional leaders
  • Develop a social media package for Facebook, Twitter, Instagram etc.
  • Branding of a USB cover for the Advocacy Pack.
  • Capture appropriate photograph and video clips that will be used for the package as per key issues to be included in the information package, power point presentation, social media package and the exhibition kit.
  • Research, copy/content writing, graphic design, visualize and conceptualize the package to prepare ready to print materials.

To qualify as an advocate for every child you will have…

Desired profile

Required skills, experience, and qualifications of the consultant

  • Advanced degree (Master’s degree) in humanities or media, communication and background in economics is highly recommended
  • Minimum 5 years of experience in journalistic writing - simple, persuasive writing skills in English
  • Ability to extract critical facts from written sources and collating them in a coherent and creative manner
  • Knowledge of visualization, and graphic design and knowledge and experience in using social media for development messaging
  • Prior experience in preparing advocacy/donor packages will be an advantage
  • Knowledge and understanding of social issues especially those affecting children and young people
  • Ability to work both independently and as part of a team
  • Knowledge of Namibia’s political and socio-economic environment

Administrative issues

Work relationships:

  • The consultant will work under the overall supervision of the UNICEF Communication, Advocacy and Partnership Specialist. She/he will meet regularly with the UNICEF Country Representative and Programme Chiefs and Officers for their inputs on the package.
  • The consultant will not be provided any equipment, office space or other services by UNICEF

Travel:

Travel may be required to visit UNICEF supported programs in the country. If consultants are required by UNICEF to travel beyond commuting distance from their usual place of residence, such travel at the expense of UNICEF shall be governed by conditions equivalent to the relevant provisions of the 100 series of the United Nations Staff Rules (Chapter VII) and relevant UNICEF policies and procedures. Travel by air by the most direct and economical route is the normal mode for travel at the expense of UNICEF.

Medical Insurance:

Consultants are required to certify that they are covered by medical/health insurance. Consultants who are required to travel beyond commuting distance to duty station(s) shall also certify that their medical/health insurance covers medical evacuations.

UNICEF recourse in case of unsatisfactory performance:

Payment will only be made for work satisfactorily completed and accepted by UNICEF

Note - UNICEF will cover the printing cost for the information package. All pictures and materials prepared/used will remain the sole property of UNICEF. The above final deliverables should be presented in soft copy

Risks

A sudden increase in COVID-19 cases can lead to renewed movement restrictions, which might result in virtual completion of the consultancy. This will be mitigated to moving the consultations online and having regular meetings with the consultant to assess progress.

UNICEF will also provide the consultant with all relevant and needed documents required to successfully complete the deliverables.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
