BACKGROUND

UNICEF’s priorities in immunization are outlined in the UNICEF Immunization Roadmap to 2030 to realize the vision of a world where every woman, child and adolescent fully and equally benefits from vaccines for good health, well-being and full realization of their potential. With a focus on equity, the Roadmap enables attainment of the three goals on 1. Catch up and recovery, 2. Leave no one behind, 3. Strengthen and sustain immunization programmes to reach target population with full vaccination.

To achieve these goals, Immunization section supports to routine immunization programmes through planning, management, delivery of results, monitoring and reporting through implementing Technical Assistance (TA) by on-boarding and deploying expertise to countries. Such TA plan includes acquiring individual experts/institutions and mobilizing HR workforce, as well as engaging in partnership with the implementing partners.

This consultancy will facilitate and contribute to addressing high volume of TA needs/demands to deploy technical assistance in an expedited and efficient manner. In 2023, Immunization TA plan consists of 103 TA needs (76 consultancy contracts, 13 HR positions, 10 programme cooperation, 4 internships) that need to be implemented with comparatively short lead time to maintain UNICEF’s leadership role in the area of immunization.

A primary objective of this consultancy is to establish effective and innovative HR solutions to improve the efficiency and quality of technical support provided by UNICEF Immunization section/Health at the global, regional, and country level. This is also one of the flagship initiatives implemented in the section.

Scope of Work:

1. Facilitate Immunization annual TA plan review, track and assess the process including quality TORs, sourcing, compiling documentation and onboarding of consultants aligning with UNICEF HR and procurement policies and procedures; provide recommendations on the process improvement. Develop an effective monitoring and reporting tool for TA plan implementation; flag any deviation for corrective measures.

2. Support the set-up and maintenance of 5 Immunization pre-screened experts pool for individual consultants, including periodic review of the functionality and maintenance of the rosters.

3. In consultation with the supervisor, review and refine the database of immunization workforce by functional areas at all three levels (CO/RO/HQ) to strengthening enabling environment for immunization.

4. Ensure full documentation in the collaboration SharePoint site.

5. Set up an efficient and innovative tracking and management system for consultancies and LTA for common services such as graphic designers, copy editors, report writers, facilitators.

Terms of Reference / Deliverables

  1. Facilitate Immunization annual TA plan implementation for 2023-2024
  • A set of recommendations on the process improvement provided
  • Monitoring tool to track the process and implementation stage developed
  • Quarterly reports on the implementation of the plan using the monitoring tool.

Qualifications

1) Education

  • University Degree in human resource management, business management, international relations, psychology, or another related fields.
  • Additional qualifying experience may be accepted in lieu of the university degree.
  • Fluency in written and spoken English required.

2) Work experience

  • Five years of increasingly responsible professional experience in human resource management in an international organization and/or large corporation is required.
  • Experience in recruitment of staff positions and consultancies is required.
  • Excellent facilitation, written and oral communication skills.
  • Understanding of UN systems is an essential asset.

3) Competencies

  • Ability to work in the multi-cultural environment
  • Skills in organizing and setting priorities
  • Ability to work under time sensitive deadlines

  • Financial proposal that will include:
  • Cost per deliverable or lumpsum for the whole deliverables as indicated in the terms of reference

    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
