Background

In response to a clear and urgent expressed need from countries to have comprehensive operational definitions of VAC, UNICEF has developed a draft statistical classification/codebook on all forms of VAC, built in consistence with the International Classification of Crime for Statistical Purposes (ICCS). The classification is meant to provide countries with a tool to assess the extent to which their national definitions comply with some internationally agreed standards and to ensure that data collection efforts adhere to these in order to produce comparable data on VAC. The ICVAC covers children’s experience of interpersonal and collective violence in times of peace and during internal or international armed conflict. The draft ICVAC is now ready to undergo review from experts, including representatives from national statistical offices, and testing in a selection of countries

Scope of Work

The consultant will support with the review and finalization of the statistical classification on violence against children. The consultant will be responsible for supporting the expert consultation and review of the statistical classification. The final deliverable will be a final version of the statistical classification that incorporates the feedback from the expert consultation process and testing.

Terms of Reference/ Deliverables

Specific Tasks

1. Prepare consultation material and facilitate consultation; prepare a revised draft of the ICVAC following the consultation.

Deliverable

  • Preparation of agenda, sessions and consultation tools, including slide decks and questionnaires
  • Participation in online consultation; support to moderation of sessions.
  • Revised draft of the ICVAC

2. Design pilot test, support its implementation, and prepare a revised draft of the ICVAC following the pilot test.

Deliverable

  • Summarizing practices used by other agencies (NODC, WHO) to harness similar experiences and lessons
  • Introductory webinar with NSOs to introduce tools, timeline and steps, available support
  • Pilot testing protocol and tools
  • Regular checks in with NSOs on progress, adjustment of tools/timeline as necessary
  • Compilation and analysis of feedback from NSOs
  • Discussion and agreement on what to include, exclude, modify
  • Production of summary table of feedback and decisions.
  • Revised draft of the ICVAC

3. Develop guidelines for implementation requirements/adaptation dependent on available resources and capacities; prepare material to support the review process by the Expert Group on International Statistical Classifications and by the UN Statistical Commission; prepare a revised draft of the ICVAC following the review.

Deliverable

  • Guidelines for implementation requirements
  • Preparation of slide decks and briefing notes
  • Support revision of text as necessary and preparation of final version of the ICVAC

Qualifications

(1) Education

  • A Master’s Degree or higher in statistics, psychology, demography, public health, social work or related social science field is required.

  • Knowledge and familiarity of existing international legal definitions related to violence against children is required.

2) Work experience

  • Minimum of fifteen years (15) of progressively responsible professional and relevant work experience in the measurement of violence against children is required; some experience with developing statistical definitions in an area of child protection is required.

3) Competencies

  • Analytical, methodical, and precise style of writing.
  • Strong time management skills and an ability to adhere to deadlines
  • Ability to work independently with minimal supervision
  • Fluency in oral and written communication in English

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
    • your daily/monthly rate (in US$) to undertake the terms of reference and deliverables
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
