Background

Upon the request by the Ministry of Labour, Social Affairs and Family of the Slovak Republic (MLSAF) to the European Commission, the DG REFORM has identified UNICEF Europe and Central Asia Regional Office to provide technical assistance to the Ministry to strengthen monitoring and evaluation of the system of substitute care in Slovakia. The general objective of this Action is to contribute to institutional, administrative and growth-sustaining structure reforms in Slovakia, in line with Article 4 of the Structural Reform Support Programme (SRSP) Regulation. The Action aims to assist the MLSAF in developing a national M&E framework and in building capacity to implement it and sustain it over time. This, in turn, will contribute to achieving the country’s strategic goals both for the area of substitute care, as well as in terms of the overall Deinstitutionalisation (DI) Strategy. The Action therefore has three specific objectives:

  1. Assess the current status of M&E of substitute care for children.
  2. Design and develop a national M&E framework that would better support the achievement of the goals and objectives of the deinstitutionalization process in the area of substitute care for children.
  3. Strengthen the institutional capacity of the MLSAF for the effective implementation of M&E framework on substitute care for children.

This assignment complements the work that is underway on designing and developing a national M&E framework for substitute care for children. The main data source for most indicators included in the current draft of the national M&E framework is the substitute care administrative data system called KIDS. The assignment consists of an in-depth and comprehensive analysis of the administrative data that is being collected through information system KIDS. The substitute care system also has a booking system for placements called VYSU. The data collected through VYSU will also be subject of the analysis. The analysis will look at national and subnational data trends and patterns in the context of the existing substitute care policy framework and will conduct a reality check of using the available administrative data to calculate the indicators included in the national M&E framework.

How can you make a difference?

Purpose of the assignment

The purpose of this assignment is to strengthen the existing evidence base on substitute care for children in the Slovak Republic and provide an analysis to the MLSAF and the Headquarters of Labour Social Affairs and Family (HQLSAF) that can be used by national and subnational Government, academia and civil society actors in planning, priority setting and decision-making, as well as in monitoring and evaluating progress made in policy implementation and in achieving better outcomes for children in substitute care.

Main tasks

The consultant will work closely with the UNICEF Regional Office for Europe and Central Asia (ECARO), the MLSAF and the Headquarters of Labour Social Affairs and Family (HQLSAF) to:

  • Carry out an in-depth and comprehensive analysis of the data gathered in the last 3 years in the administrative data systems of substitute care (KIDS, VYSU). The analysis will be guided by the relevant national policy framework for substitute care and the indicators and metadata set out in the draft national M&E framework for substitute care.
  • Assess whether the existing administrative data systems can produce the data required to calculate the indicators in the draft national M&E framework for substitute care. Document the results of the assessment and propose actions to address any issues identified.
  • Visualise the core data and information and produce a draft and final analytical report, as well as a draft and final data brief and a Power Point presentation summarizing the results of the analysis and suggesting an initial interpretation of the findings within the given context.
  • Present the analysis to the MLSAF, HQLSAF, and the wider group of stakeholders within the national substitute care system in an online round table and document the results of the discussion.
  • Finalise and submit the analytical report and data brief based on the inputs and feedback received

To qualify as an advocate for every child, you will have...

  • Advanced university degree in social sciences, international development or another relevant field
  • At least five years of relevant work experience in child protection at the national or international levels
  • Excellent understanding of statistics and indicators, as well as administrative data and data systems
  • Proven track record of conducting a comprehensive and systematic analysis of administrative data including data trends, outliers and patterns
  • Strong data analysis and visualisation skills including advanced skills in the use of the statistical functions of Excel and in the use of statistical and analytical software, such as SPSS or STATA
  • A good understanding of the child protection/substitute care system is an advantage
  • Relevant experience in the development of statistical and analytical reports, data briefs and Power Point presentations
  • Strong analytical skills to compile and consolidate all inputs, and produce technical, concise, and easy-to-understand documents
  • Previous experience with an international agency is an advantage
  • Strong interpersonal and writing skills
  • Fluency in Slovak and in English (oral and written). Knowledge of another UN language is an asset.
