Consultancy Title: Data Analysis and compilation Consultant – Harmful Practices

Duration: 3 January 2022 to 1 November 2022.

UNICEF is the lead agency in monitoring the wellbeing of children, with a mandate to support countries in collecting reliable data on children, as well as to track progress against internationally agreed targets including the Sustainable Development Goals. In support of this work, the UNICEF Data & Analytics Section maintains global databases on child wellbeing and makes these publicly available as a global public good.

The Child Protection and Development (CPD) team within the Data Analysis and Innovation Unit covers topics including birth registration, child labour, child marriage, female genital mutilation, violence against children and children living outside of family care. The CPD team’s work includes: supporting the collection of nationally representative data through the Multiple Indicator Cluster Surveys (MICS); maintaining global databases on key protection indicators; methodological work to develop new data collection and monitoring tools and questionnaires in the area of child protection, including on issues measured by SDG indicators; conducting data analyses; and disseminating data on child protection in a variety of ways including through flagship publications, thematic data-driven publications and brochures and statistical country profiles.

The Data & Analytics Section is also responsible for providing tailored technical support to countries and regions in their efforts to monitor the wellbeing of children, including in establishing trends and targets, evaluating disparities among population groups, advising on new data collection efforts, and developing data-driven advocacy products for key events.

Presently, the child protection and development team in the Data & Analytics Section requires support for upcoming projects in the area of harmful practices (namely child marriage and female genital mutilation or FGM). The projects each require data compilation and analysis and creating products based on the results.

This is a one-time consultancy and is not linked to any further employment opportunity. Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Scope of Work:

The consultant will perform data compilation, analyses, preparation of charts and story lines, and literature reviews. The main projects include:

  • Creation of a template and database for online country profiles on FGM
  • Updating of global database on FGM
  • Updating of child marriage country profiles
  • Data compilation, analysis and report drafting on child marriage in Europe and Central Asia
  • Data compilation, analysis and report drafting on child marriage in West and Central Africa
  • Data compilation, analysis and report drafting on child marriage
  • Data compilation and review for a data portal on child marriage
  • Data compilation and review for a data portal on adolescents

Qualifications

  1. Work experience
  • Responsible professional work experience in data analysis/data processing and statistics, particularly with experience on topics related to child protection.
  • Previous experience in conducting data processing and analysis with data from household surveys, particularly the Demographic and Health Surveys and Multiple Indicator Cluster Surveys.
  • Strong research and writing skills, with a demonstrated ability to communicate technical information clearly and accurately.
  • Proficiency with SPSS.
  • Familiarity with the data processing approach of MICS and/or DHS.
  • Strong time management skills and an ability to adhere to deadlines.
  • Excellent communication skills.
  • Attention to detail.
  • Familiarity with UNICEF mandate and the Sustainable Development Goals preferred.
  • Fluency in oral and written communication in English.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
