Sanitation and Water for All (SWA) is a global partnership of over 300 partners, including governments, private sector and civil society organizations, external support agencies, research and learning institutions, utilities and regulators working together to catalyse political leadership and action, improve accountability and use scarce resources more effectively. Partners work towards a common vision of sanitation, hygiene and water for all, always and everywhere.

The Secretariat of the SWA global partnership is hosted by UNICEF at its Headquarters in New York and Geneva. The SWA Secretariat, as the operational arm of the Partnership, is responsible for supporting the implementation of the partnership’s Strategic Framework 2020 to 2030 that focuses on three objectives:

  1. Build and sustain the political will to eliminate inequalities in water, sanitation and hygiene
  2. Champion multi-stakeholder approaches towards achieving universal access to services
  3. Rally stakeholders to strengthen system performance and attract new investments

How can you make a difference?

To achieve the objectives, those left furthest behind must be reached in the coming decade, by progressively eliminating inequalities and putting women and girls at the centre. This requires special attention for forcibly displaced people, those living in fragile states, and in humanitarian settings where there are further complex barriers to access which need to be overcome and where resilient services must be provided.

Since the adoption of the current Strategic Framework 2020 – 2030, SWA has been prioritizing key thematic focus areas to help it address sector challenges, break sylos, and better achieve its objectives. For 2023, SWA plans on prioritizing the theme of water-related crises, and to embark on this it needs to conduct a scoping assessment to identify the key stakeholders involved, the major gaps and challenges, and how best to engage with a real value added through the whole SWA partnership. This consultancy will therefore focus on conducting this scoping assessment/study through a process that combines desk research, interviews, and a multi-stakeholder survey. The objectives of the assessment are:

  1. Identify key actors and their strengths.
  2. Identify major gaps.
  3. Outline where SWA can play a strategic role that is in line with our three Strategic Objectives.
  4. Present a suggested framework for SWA’s engagement.

To qualify as an advocate for every child you will have…

  • Advanced university degree (master’s degree or equivalent) in government studies, international relations or relevant social sciences;
  • At least 8 years of progressively responsible experience in humanitarian WASH field and/or high-level multilateral and multi-stakeholder platforms and partnerships, incl. international agencies, governmental authorities, private sector and NGOs.
  • Experience in WASH is not a prerequisite but is an asset.
  • Ability to work independently and in collaboration with a variety of stakeholders
  • Excellent communication and writing skills in English. Knowledge of French and Spanish will be considered a strong advantage.

Travel

This consultancy will be remote/home-based and does not require any travel.

Insurance:

UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
