The Division of Data, Analytics, Planning and Monitoring (DAPM) formally came into existence as of Aug 1, 2019. Within DAPM’s Programme Effectiveness Team, the Monitoring Unit leads the organizational effort to strengthen the Monitoring function in UNICEF.

The current UNICEF monitoring system has evolved organically as the organization has rapidly grown in scale. In 2020, UNICEF set up a Monitoring Action Cell to identify ways to transform the way monitoring is perceived and practiced across its offices, and to help reinforce its usefulness in improving the effectiveness, responsiveness, coherence, efficiency and sustainability of programming. The Monitoring Action Cell set out the vision of a universal monitoring system with clearly defined components that will be accessible and useful to everyone from new staff members to senior managers. One of the core elements of this vision is the introduction of Country Strategic Indicators (CSIs) to monitor and report on the Strategic Plan commitments.

Country Strategic Indicators are country level equivalents of the global indicators in the results framework of the UNICEF Strategic Plan that can be calculated using the same data point(s) processed through a different algorithm. A new Country Strategic Indicator module will enable Country Offices to use Country Strategic Indicators for planning, monitoring and reporting on their contribution to the progress made on the global indicators in UNICEF’s Strategic Plan Results Framework.

How can you make a difference?

In close collaboration with the Monitoring unit and other partners and stakeholders from HQ Divisions and Regional Offices, the Consultant will support the development, testing and launching of the Country Strategic Indicators portal, including the following tasks and deliverables:

  • Deliverable 1. Language for up to 200 Country Strategic Indicators and the data points to calculate them developed and agreed by the business owners. Develop the set of Country Strategic Indicators (CSI) as country level equivalents of the global Strategic Plan indicators and the data points to calculate them, using the SP indicator methodology notes, and in consultation with the business owners and thematic networks
  • Deliverable 2: Twin algorithms for all proposed CSIs using agreed notation. Develop and test two algorithms for automated calculation of each indicator, one to calculate the Country Level value (single country) and one to calculate the Strategic Plan indicator value (multi-country).
  • Deliverable 3: Country Strategic Indicator Guidance produced. Input into the CSI Guidance, based on the SP indicator methodology notes, and in consultation with the thematic networks
  • Deliverable 4: CSI portal is successfully tested. Support the development and testing phase of the CSI portal
  • Deliverable 5: Accurate baseline data is available at the CSI portal. Support the migration of baseline data into the CSI portal
  • Deliverable 6: Training materials and guidance for CSI planning produced. Support the development of training materials and guidance on adopting Country Strategic Indicators during the annual planning cycle

    Duration: September 27, 2021 – April 27, 2022 (This is a deliverable based consultancy with for an estimated total of 115 days)

To qualify as an advocate for every child you will have…

  • A university degree (Bachelor’s or higher) degree in International development, business administration, management, mathematics, sciences, or another relevant field.
  • Minimum 5 years of experience in data processing, management and analysis.
  • Experience with RBM indicator development.
  • Computer skills: Expert knowledge of Excel and Excel notation
  • Familiarity with UNICEF programme areas
  • Ability to speak and write fluently in English. Knowledge of French and/or Spanish would be an advantage.

Requirements:

  • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
