BACKGROUND

To support the development and introduction of global programme and strategic planning requirements for Core Standard Indicators in monitoring UNICEF’s Strategic Plan 2022-25

Terms of Reference / Deliverables

The consultant will work on supporting the Division of Data, Analysis, Planning and Monitoring in developing and introducing Core Standard Indicators for monitoring and reporting on UNICEF’s Strategic Plan 2022-25. This will include:

  1. Prepare algorithms and tweaking formulas in a standard format for automated calculation of each SP indicator value using CSI datapoints reported from multiple countries, accommodating disaggregation of these values by region. It is important to keep the original indicator calculation method intact (which has been used to set the baselines, milestones and targets so critical that the methods do not change) for automated computation.
  2. In consultation with ICTD BI team, DAPM Strategic Planning and Corporate Analysis (SPCA) unit, as well as HQ Business Owners where needed, facilitate the translation of the SP indicator algorithms in excel format that is easy for ICTD teams to operationalize within the RAM system.
  3. Contribute to the CSI FAQ and Guidance on how the SP indicators and regional disaggregation work and can be used, in consultation with the HQ thematic experts.

Support the development and testing of the automated SP indicator calculation report/cube generated by ICTD BI team, in collaboration with DAPM SPCA unit. The SP indicator calculation report/cube should be able to be linked to a SP visualization dashboard

Work Assignment Overview

Tasks/Milestone 1: Algorithm translation into excel format (or any other agreed notation) for ICTD operationalization of automated calculation of each SP indicator using multi-country CSI values, including dealing with missing data and error values

Deliverables/Outputs 1.1: Excel based calculation formulas for SP Goal Areas 1-3 indicators, using Country Strategic Indicators (CSI) data points and in line with the pre-existing SP calculation method, accommodating disaggregation of these values by region.

Timeline 1.1: September 2022

Tasks/Milestone 1: Algorithm translation into excel format (or any other agreed notation) for ICTD operationalization of automated calculation of each SP indicator using multi-country CSI values, including dealing with missing data and error values

Deliverables/Outputs 1.2: Excel based calculation formulas for SP Goal Area 4-5, Change Strategy, and Enabler indicators, using Country Strategic Indicators (CSI) data points and in line with the pre-existing SP calculation method, accommodating disaggregation of these values by region.

Timeline 1.2: October 2022

Tasks/Milestone 2: Contribute to the CSI FAQ and Guidance on how the SP indicators and regional disaggregation work and can be used, in consultation with the HQ thematic experts.

Deliverables/Outputs 2: CSI FAQ and Guidance complemented with information on the potential use of SP indicators

Timeline 2: November 2022

Tasks/Milestone 3: Support the development and testing of the automated SP indicator calculation report/cube generated by ICTD BI team.

Deliverables/Outputs 3.1: Automated SP indicator calculation report/cube tested and revised as needed

Timeline 3.1: November 2022

Tasks/Milestone 3: Support the development and testing of the automated SP indicator calculation report/cube generated by ICTD BI team.

Deliverables/Outputs 3.2: Continued testing and update of the automated SP indicator calculation until the system stabilization

Qualifications

(1) Education

  • University minimum of Bachelor’s degree in international development, business administration, management, mathematics, sciences, or another relevant field Expertise in communication, customer orientation, and preferable excellent understanding of performance management systems, training materials, and competency framework.
  • Computer skills: Expert knowledge of Excel notation

2) Work experience

At least 5 years of experience in data processing, management and analysis. Experience with RBM indicator development, calculation, and quality assurance using multiple datasets

Familiarity with UNICEF Strategic Plan reporting, programme areas and results management systems

Languages: Ability to speak and write fluently in English is required. Knowledge of French and/or Spanish would be an advantage

3) Competencies

  • Expertise in the use of Excel
  • Expertise in data analysis and reporting
  • Strong organizational, planning, and analytical skills

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
