Background

The UN system recognizes that the safety and health of its staff are of utmost importance, not only as a fundamental component of the employer’s duty of care, but also to enable staff to accomplish their mandates and objectives. UNDP is a UN system global organization with a footprint in over 600 locations across 160+ countries. It is committed to protecting and promoting the safety and health of all staff, seeking to offer them a safe and healthy work environment where staff are protected from hazards and risks, work-related injuries, and diseases.

In March 2015, the High-Level Committee on Management (HLCM) approved the Occupational Safety and Health (OSH) Framework – United Nations Common System. This Framework emphasized the development of OSH Policy in the UN System, described common principles for an Occupational Safety and Health (OSH) management system and facilitated the adoption of an OSH system across the UN Organizations. UNDP has already implemented many of the essential elements in terms of ensuring the health, safety and wellbeing of its personnel. However, significant gaps remain, and these have become increasingly evident in the conditions of a global pandemic.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Under the guidance of the Office of Human Resources HR Specialist- Occupational Health, the Consultant will initiate the development of the OHSW Management System in its core components:

  1. Contribute to the establishment of a new OHSW Governance Group responsible for overseeing the implementation of the OHSW Strategy. This work entails the drafting of the Terms of Reference in close collaboration with key stakeholders.
  2. In line with internationally recognized OSH standards, develop minimum operating standards on OSH to guide business units/country offices in implementing the OSHW Strategy. Establish Key Performance and Core Compliance indicators for monitoring and evaluating the OSHW performance of business units/country offices.
  3. Identify local OSHW focal points (in close collaboration with individual business units/country offices), draft Terms of Reference for regional and local OSHW focal points and establish a community of practice for the group. Once established, provide support on how to develop local OSHW plans and actions that address identified OSHW risks.
  4. Design and initiate the implementation of an incident reporting mechanism to enable UNDP to collect and collate incident reports and analyze data on work-related incidents. Produce periodic statistics on OSH incidents, analyze trends and recommend focused strategies/measures to prevent work related incidents from re-occurring. Develop accident reviews procedures, forms, and guidelines.
  5. Provide written guidance on how to undertake risk assessments, including corporate mapping, rating and prioritizing OSH risks, and hazard control plans for the highest risks.
  6. In close collaboration with DHMOSH, leverage existing strategic communication plans and tools, such as the OSHW website, OSHW advisories, warnings, alerts, guidance and promote their adoption and/or adapt them to the UNDP context as necessary.
  7. Draft recommendations for UNDP to become OSH compliant in line with internationally recognized standards, including identifying the budget and resource needed for the organization to further develop and subsequently implement the OHSWMS.

  8. Expected Key Deliverables:

The specific timeline for each deliverable will be agreed upon between the Office of Human Resources HR Specialist- Occupational Health and the Consultant at the beginning stage of the assignment. The key deliverables and estimated timelines are as follows:

Academic qualifications:

  • At least 7 years of experience in Environment, Health and Safety/ Occupational Safety and Health (OSH) operations or supporting EHS/OSH in, or for, large, international companies or international organization with hands on as well as mananagment skills across the full application and systems life sycle.– required
  • Experience in leading actions during specification, development and implementation of a system targeting Occupational Safety and Health - required
  • Experience in development and delivery of learning capacity building and transfer of knowledge strategies, plans and training programmes related to Occupational Safety and Health - required

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel.

  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

  • Criteria 1. Relevance of the experience in Environment, Health and Safety/ Occupational Safety and Health (OSH) operations or supporting EHS/OSH in, or for, large, international companies or international organizations with hands-on as well as management skills across the full application and systems lifecycle Weight = 10%; Maximum Points: 10;
  • Criteria 2. Experience in leading actions during specification, development and implementation of a system targeting Occupational Safety and Health ; Weight = 10 %; Maximum Points: 10;
  • Criteria 3. Experience in development and delivery of learning capacity building and transfer of knowledge strategies, plans and training programmes related to Occupational Safety and Health Weight = 5%; Maximum Points: 5;
  • Criteria 4. Experience in coordination of multi-stakeholder activities Weight = 5 %; Maximum Points: 5
  • Criteria 5. Quality of the sample; Weight = 10 %; Maximum Points: 10; and
  • Criteria 6. Interview: Weight = 30 %; Maximum Points: 30

Having reviewed applications received, UNDP will invite the top three shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of Paola Paoletti, and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality

  • Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.
