Consultancy Title: Consultant – Instructional Designer for E-Courses

Duration: 3.5 months (up to 50 working days between 1 February 2021 – 15 April 2021)

Purpose

UNICEF seeks the services of an Instructional Design Consultant with expertise in the timely design and delivery of engaging e-learning courses for adult learners. The consultant should have demonstrated expertise in instructional design via online learning medium, inclusive of transferring content delivered by expert trainers into the structure, format and interface that facilitates an effective and engaging learning experience (LX). The Instructional Design consultant will not be responsible for the development of technical content; however, key services include demonstrated experience in synthesizing and adapting content developed by experts into an e-learning course. The consultant will lead the design and delivery of two modules that will be different in their objectives and content, but similar in their features and the user-experience. The consultant will report to the Agora Learning & Development Team and the Gender Section.

As referenced above, UNICEF HQ’s Gender Section has previously hired two subject-matter consultants who have developed the course content for two online modules: (I) Gender-Responsive Programming on Water, Sanitation, and Hygiene; (II) Adolescent Girls’ Health, Safety, and Wellbeing. Course content for each of these courses will be finalized by 15 December 2020. The gender experts—each with relevant sector-specific expertise—will develop course content that meets agreed upon learning objectives. Each consultants’ TOR refers to the development of an e-learning module and states that an Instructional Designer with expertise in instructional design for online, adult-learning will refine content and develop the final online course, including the design of visuals, complementary PPTs, etc. Consultants’ TOR also include time support the Instructional Designer e.g., questions and inputs.

The primary audience:

  • UNICEF staff (country offices, regional offices and HQ);
  • UNICEF National Committees, consultants, interns, volunteers, goodwill ambassadors and board members

Secondary audiences/users:

  • UNICEF partners incl. government, civil society, international NGOs, foundations, private sector, etc.

This consultancy will support to the Gender Equality Section (PD) for the following tasks:

  • Develop Two online modules: (I) Gender-Responsive Programming on Water, Sanitation, and Hygiene (WASH) and (II) Gender-Transformative Approaches for Adolescent Girl Programming
  • Increase staff capacity to deliver quality, gender-responsive programming across in WASH, in gender-transformative approaches for adolescent girl programming
  • Specific learning outcomes and content has already been developed by subject-matter consultants (Winter 2020) with a language of British English, with subtitles.

The total time to complete the first course (Gender Responsive Programming on Water, Sanitation and Hygiene) will be 2.5 hours, and the total time for the second course (Gender Transformative Approaches) will be approximately 4 hours. Note that these time estimates are for total time, with the course content broken up into micro-modules, and the length of the course will be finally determined together with the service provider/course developer as it will depend on the pedagogical aim and structure of the course.

UNICEF seeks to break up the courses into micro-modules. UNICEF expects that each individual online course will not exceed 4 hours of "learning and that each course will be comprised of micro-modules that achieve key learning objectives and cover key topics e.g., a “learning journey,” allowing the user to acquire core knowledge and skills, and the explore sub-topics of most relevance to their work, through complementary micro-courses.

General course structure/content will be developed and finalized by consultants (by 31 March 2021). UNICEF seeks an instructional design consultant with expertise in online courses, inclusive of integrating adult-learning principles. The consultant will need to develop PPTs.

Technical content for each course will be provided within days of contract signing.

Launch two e-learning modules no later than 31 March 2021.

Terms of Reference / Deliverables

  • Develop Storyboards | (n=2). Required working days: 5 Due date: 8 Feb 2021
  • Develop Alpha versions | (n=2) Required working days: 30 Due date: 12 March 2021
  • Develop Beta versions | (n=2) Required working days: 10 Due date: 26 March 2020
  • Delivery of a “translation master document”, with all text elements in a structures format (on-screen text, graphics, voice over/closed caption text, navigation elements); Finalize golden versions (SCORM 1.2 zipped files of the course); Delivery of all source files, translation master document | (n=2)

Qualifications and Experience

  • At least 5 years of experience in instructional design of e-learning courses for adult learners.
  • Demonstrated experience standard authoring tools such as Rise 360 (preferred) or Storyline 360
  • Demonstrated experience with H5P
  • Relevant experience in international development preferred
  • Relevant experience in building capacity on gender in development or humanitarian settings preferred
  • Fluency in written and spoken English required; knowledge of another UN language is an asset.
  • Ability to work in an international and multicultural environment.
  • Foundational competencies required: commitment, embracing diversity, integrity, self- awareness and self- regulation, teamwork, and drive for results.
  • Knowledge and understanding of social issues especially those affecting women and children
  • Ability to work both independently and as part of a team.
  • Good communication skills.
  • Fluent knowledge of computer applications related to writing, packaging, social media.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
