BACKGROUND

The Health Data Collaborative (HDC) is a collaborative platform to strengthen country health information systems, align partner resources for country data and digital priorities and adapt global data and digital tools to local contexts. The HDC includes seven constituencies, one of which is multilaterals (including WHO and UNICEF) and focuses on SDG targets and communities that are left behind. The 2021 HDC work plan includes a milestone ‘Review of COVID-19 related data best practices that can be incorporated into HDC country and partner efforts for stronger sustainable routine and emergency health information systems.’

The WHO hub and spoke data collaborative includes a working group on capturing good practices for collecting, sharing and using data in response to COVID 19. This consultancy aims to support the working group’s plans for producing a publication of country case studies documenting good practices and will strengthen links between WHO, UNICEF, and HDC COVID19 response activities.

Terms of Reference/Deliverables

In close collaboration and working with the Senior Advisor, Health and HIV, the consultant will be responsible to support the Health Data Collaborative (HDC) in implementation of its workplan for 2020-2023. The HDC 2020–2023 operational workplan is underpinned by a solid country level Theory of Change, aiming to align partner technical and financial investments with country driven plans. Specifically, the consultant will produce a publication of four country case studies on collecting, sharing and using data to support the continuation of essential health services delivery during the COVID19 pandemic.

Responsibilities include the following:

Create template for case study document

Counter sign of the contract and template for case study document.

Work with program and country focal point to complete case study document for 4 number of selected countries as advised by WHO WG, UNICEF staff, and HDC members.

Selecting 4 countries and gathering case study information.

Obtain inputs and reviews from ACT A staff, HDC members, WHO hub and spoke COVID-19 WG, UNICEF staff for case studies and approval from relevant publication review committees.

Ongoing consultation with and inputs from HDC partners, ACT A, UNICEF, and WHO COVID-19 WG.

Finalize and edit case studies.

Final draft of edited case studies submitted.

Qualifications

1) Education

● Advanced university degree (Master’s degree in Public health, health economics, health system governance or other related field).

2) Work experience

● Minimum of 5 years' national and international relevant experience, including experience in public health programme management and international development.

3) Competencies

Excellent, writing and editing skills in English, effective presentation and report-writing skills; with ability to provide concrete technical and other advisory support.
Demonstrated ability to plan, manage, coordinate and monitor day to day workflow in timely fashion, efficiently and with attention to detail.
Ability to work independently in multi-disciplinary and multi-cultural settings.
Diplomacy and good awareness of dynamics between partners and supporting partnership approaches in different countries.

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
