BACKGROUND

UNICEF conducted a Strategic Review (2019) which aims to strengthen UNICEF’s ongoing and future Child Protection in Humanitarian Action (CPHA), in terms of both preparedness and response. It took stock of trends, successes and gaps in CPHA and set the strategic direction for UNICEF’s CPHA work. In addition, UNICEF’s Evaluation Office recently completed the Evaluability Assessment of Child Protection in Humanitarian Action, which identified strengths and challenges in the current system and provided recommendations intended to improve programme design and implementation of CPHA-related programmes and ultimately strengthen CPHA evaluability in the future.

Based on the strategic directions set forth by the Strategic Review and responding to the findings and recommendations of the Evaluability Assessment, the consultancy will support UNICEF in developing the management response to the assessment through consultation with stakeholders as well as developing the CPHA programme tools recommended by the assessment that are agreed in the management response and reflect the strategic review, in support of and collaboration with the CPHA team.

Terms of Reference / Deliverables

The objectives of the consultancy are to:

1. Support the development of a management response to the Evaluability Assessment in consultation with stakeholders with accountabilities for Child Protection in Humanitarian Action

2. Establish a work plan for implementing agreed recommendations

3. Guided by technical leads in CPHA, develop the necessary programming tools agreed in the management response, as well as other PME work to advance UNICEF’s CPHA evaluability.

Under the overall supervision of the Senior Adviser Child Protection (CPHA) and in close consultation with the Child Protection Section Management, the consultant will achieve the following results.

Expected Result 1: A clear, achievable, and results-oriented management response document is agreed with wide buy-in from all stakeholders.

• Coordinate the consultation of stakeholders regarding the recommendations of the Evaluability Assessment.

• Draft the management response to the Evaluability Assessment reflecting the actions agreed by stakeholders

Expected Result 2: A work plan for implementing the agreed recommendations concerning the CPHA team is approved by supervisor and Section management.

• Coordinate with the CPHA team and the Planning and Evidence Building team of the CP Section to establish a work plan

Expected Result 3: Agreed programme tools are developed per the management response and approved by Section management.

For example, this may include:

  • Holding a theory of change workshop where key stakeholders co-create a theory of change;
  • Translating the CPHA-related elements of the theory of change into a results framework;
  • Validating the theory of change/results framework with select country offices;
  • Revising, publishing and disseminating the final theory of change/results framework;
  • Other related PME work for CPHA, such as:
  • Support in reviewing and finalizing the TOC & M&E Framework in the UNICEF MHPSS Operational Guidelines, based on field testing and feedback gathered in 2019 and 2020.
  • Support in developing M&E framework as part of 7% set aside- part of a broader MHPSS framework for RO and CO adaptation & implementation.

Qualifications

Education

• Master’s Degree or equivalent in Social Sciences or related technical field is a minimum requirement.

Work Experience

• At least 8 years of progressively responsible professional experience in child protection programme implementation and management.

• Experience in implementing child protection programmes, preferably in humanitarian context, is preferred.

Competencies

• Demonstrated ability to develop programme tools, such as ToC and results frameworks, preferably in the area of child protection in humanitarian action.

• Demonstrated ability to coordinate and facilitation strategic consultations with multiple stakeholders.

• Strong conceptualization, analytical and writing skills and ability to work effectively in a team.

• Understanding of results-based management.

• Knowledge of the UN’s human rights, gender equality and equity agendas and application in child protection programming is strongly preferred.

• Good communication and people skills; ability to communicate with various stakeholders and to express ideas and concepts concisely and clearly in written and oral form.

• Strong organizational, planning, and analytical skills

• Excellent written and verbal communication in English.

• Good judgment, initiative, high sense of responsibility, tact and discretion.

• Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
