BACKGROUND

The United Nations through the UNLIA proposes a holistic and life-cycle approach in which every new legal identity is introduced in the identity system when birth is registered, and it is retired in the system right after death. At an operational level this is sought to be achieved through implementation of a systematic and perpetual mechanism that ensures legal identity to all. The key objective of the UN LIA is to support countries in their efforts to accelerate progress on the ground to achieve this critical SDG Target.

The UN LIA Task Force (UN LIATF), an inter-agency group comprised of 13 UN entities that was established at the request of the UN Secretary-General in 2018 to assist Member States in realizing legal identity for all, is co-chaired by UNICEF, UNDESA, and UNDP. Although the UN LIA TF works through a jointly agreed annual work plan, the need has been identified for some time to develop a long-term strategic costed plan, that will leverage specific areas of strength of members and other partners, including the World Bank.

The Synthesis Report based on the country assessments of 10 UN LIA pilot countries in Africa recommended the need for a costed plan focusing on the immediate, medium and long-term needs at global, regional, and country levels to accelerate the progress on the ground. Availability of such a document will also help the UN LIATask Force to better identify funding gap and reach out to potential donors with well-defined tasks. This activity is included in the UN LIA TF AWP for 2022 and in the approved UNICEF Child Protection AWP 2022. This activity is also aligned with UNICEF’s new Child Protection Strategy (2021-2030) and the new Strategic Plan (2022-2025) which identify legal identity as a thematic priority for child protection.

Purpose of Activity/Assignment:

The objective is to develop a costed strategic action plan to guide the implementation of the UN Legal identity Agenda (UN LIA) framework at global, regional, and country levels for achieving SGD 16.9 – legal identity for all, including birth registration by 2030. This plan will be implemented through a collaborative mechanism in which partners, including the UN LIA Task Force members, support activities by leveraging their specific areas of strength. The partnership will go beyond the World Bank Group and include other agencies interested in contributing to CRVSID systems in countries in line with the UN LIA framework.

Tasks/Deliverables:

  • A matrix of activities and sub-activities covering normative and operational aspects of the UN LIA implementation at global, regional, and country levels.
  • Costed plan
  • A report and a presentation summarizing the report.

Qualifications

  • Master’s degree in Statistics, Law, Population studies or International/Public relations.
  • Sound knowledge of CRVS & ID principles, including the UN LIA recommended approach; Demonstrable experience of at least 8 years managing and implementing CRVS and ID and their integration/interoperability with other sectors; Proven experience of developing costed plans.
  • Excellent communication, organizational and interpersonal skills
  • Experience in organizing inter-governmental events, including preparation of high-level Government delegations
  • Proven ability to navigate UNICEF organizational structures, including at leadership level.
  • Previous work experience with UNICEF an asset

Requirements****:

  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
