The purpose of this assignment is to assist the Ethics Office in the development of a new software system for the Conflict of Interest and Financial Disclosure (CIFD) Programme taking up the role of product owner and in close collaboration with the ICT Division (ICTD).

How can you make a difference?

The consultant (Product Owner) represents the business owner (the Ethics Office) ensuring business requirements are clearly documented and the delivered product fully meets the business requirements. The Product Owner acts as the communicator between the end customers and the delivery team.

Key responsibilities include:

1. Requirements:

  • Understand the product and new functions required and ensure business alignment.
  • Review and confirm the UI/UX.
  • Create user stories and ensure stories are discussed in daily scrums, do sprint planning (which stories goes into the sprints). Ensue stories capture the business requirements correctly and that it contains adequate detail for the development team.
  • Uphold the scope of the project by continually aligning with the signed off requirements.

    1. Testing
  • Complete the product testing – including ensuring that the Vendor is writing complete and accurate test cases, planning and managing user testing and facilitating final test sign-off.

3. Execution

  • Attend the daily scrum meetings and act as scrum master, explain the user stories and add adequate level of detail.
  • Prioritise the user stories (based on communication with Business users) and direct the technical development team on the priorities.
  • Co-create the deployment plan, giving input on user preparedness, phasing of requirements go live, deployment schedule, interdependencies.
  • Monitor conformance to the standards and processes.

4. Release process participation

  • Advise when stories can be promoted after dev and testing.
  • Perform testing.
  • Write the release notes and perform adequate communication.
  • Perform change management and training.
  • Perform post go live user support until full stabilisation is achieved.
  • Provide metrics to the Project Board on release progress and delivery cadence.

5. Documentation and Training

  • Managing and keeping project artifacts up to date, e.g., Project Charter and Change Requests.
  • Update Business operational documentation (SOP’s).
  • Create training materials and plan, provide training.

6. Support

  • Provide post go live user support. Enable the users to use Service Gateway effectively.

7. Management

  • Managing communication to and expectations of business.
  • Plan sprint content and plan the scheduling of sprints, provide overview of sprint cadence leading to final deployment.
  • Provide metrics to the Project Board on release progress and delivery cadence (schedule, quality).
  • Ensuring that all project risks are identified and managed accordingly.
  • Manage organisational interdependencies.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
