Terms of Reference / Deliverables

In the context of the COVID-19, knowledge management will be even more critical to business continuity in a virtual environment. UNICEF WASH has a knowledge management (KM) strategy with three objectives: (i) That KM systems are well organized and efficient, (ii) KM leads to improved and more efficient programming and advice to partners, and (iii) UNICEF plays a leadership role in the generation of WASH knowledge across the sector both nationally and globally. The strategy articulates four pillars of KM:

  • Pillar 1: Knowledge development
  • Pillar 2: Knowledge customization
  • Pillar 3: Communication and dissemination of knowledge
  • Pillar 4: Training and capacity development

The purpose of this consultancy is to manage and improve UNICEF’s communication and dissemination of knowledge (pillar 3), through the publication of high-quality knowledge and advocacy products, through active WASH communities of practice for sanitation and hygiene; through support to webinars and events; and through maintaining existing communication sites on UNICEF’s internal systems. This consultancy will help UNICEF fulfil its commitments on KM under the UNICEF Strategy for WASH (2016-2030), WASH KM Strategy, and per the recommendation of the 2013 CATS Evaluation.

This consultancy will also assist with the capacity building mapping to identify key gaps, opportunities and resources for building capacity on sanitation.

Scope of Work:

While the consultant may support some aspects of all four pillars of KM, s/he will specialize in pillar 3: communication and dissemination of knowledge. In this way, the work of the consultant will be complementary to that of others who specialize in knowledge development and customization, and training and capacity development.

Under the supervision of the WASH Section’s Sanitation and Hygiene Team, the consultant will be responsible for:

1.Support the knowledge generation, publication and dissemination of flagship UNICEF sanitation and hygiene documents, including the launch of the State of Hygiene Report, Global Handwashing Day and the Sanitation and Hygiene Game Plan 2.0

  • Support the copy editing and graphic design
  • Draft social media pack
  • Engage with DOC to ensure designs and social media activities are compliant with UNICEF rules and standards
  • Support the consultation, data collection and analysis for Sanitation and Hygiene Game Plan 2.0
  • Support the documentation of case studies for the Sanitation and Hygiene Game Plan 2.0

2. Maintain internal communication sites, platforms and support webinars, trainings, events, etc.

  • Maintain up to date all communication, collaboration and Teams sites maintained (sanitation, hygiene, urban, COVID-19, MHH)
  • Provide support to sanitation and hygiene team members on navigating and utilizing SharePoint, Agora, and other internal platforms, including on urban sanitation
  • Collate and submit the team’s contribution to the monthly WASH bulletin
  • Support webinars, training, events, etc.: by setting up virtual meeting platforms, drafting meeting invitations, manage IT in the background during webinars, events, etc.
  • Upload webinar recordings and materials to SharePoint
  • Update the section on plans for webinars and events

3. Support team communication, meetings and management

  • Support to the TL on annual workplan monitoring and review, PowerPoint for mid-year review and annual review
  • Coordination of team meetings, summary, and updates on workplan progress

Work Assignment Overview:

General

  • Monthly summary of activities completed, and country and regional offices supported

Support the publication and dissemination of sanitation and hygiene documents, including flagship publications such as the State of Hygiene Report

  • Support to State of Hygiene publication (coordination with copy editor and graphic designer)
  • Support other Sanitation and Hygiene Team publications
  • Coordination and formatting of briefing notes
  • Coordinating team inputs for advocacy events

Support the knowledge generation for the Sanitation and Hygiene Game Plan 2.0

  • Support to Game plan report and new Game plan development (data analysis excels sheets, summary case studies, final formatting)
  • Support logistics for Game plan 2.0 consultations (recordings/summaries)
  • Case study documentation Game Plan 2.0

Maintain internal communication sites, platforms

  • All SharePoint communication, collaboration and Teams sites maintained (sanitation, hygiene, urban, COVID-19, MHH)

Support webinars, trainings, events, etc.

  • Webinar recordings and summaries.
  • Support to upcoming webinars and trainings including preparations support, summaries, recordings (including Stockholm, World Toilet Day, Global Handwashing Day, UNC, MH, Urban sanitation workshop) (recordings/summaries)
  • Support to MH workshop (report)

Support team communication, meetings and management

  • Support to the TL on annual workplan monitoring and review, PowerPoint for MYR and AR (quarterly report)
  • Coordination of team meetings, summary, and updates on workplan progress

Capacity building mapping

  • Capacity building mapping and development of a curated catalogue of sanitation trainings and resources
  • Develop urban sanitation training and resources SharePoint collaboration site

Qualifications

  1. Education
  • At least one year of professional experience in knowledge management related activities.
  • Advanced university degree in knowledge management or information science, public health, social sciences, international relations or related field.
  • Proficiency in applications and platforms such as Yammer, Microsoft SharePoint, Microsoft Teams, Zoom, and common web design applications is required.
  • Good interpersonal skills and a proven record of strong collaboration within previous organization and with other external organizations.
  • Strong organizational skills and attention to detail.

    1. Work Experience
  • Experience in managing communities of practice is an asset.

  • Experience in the WASH sector particularly in sanitation and hygiene is an asset.
  • Strong written and verbal communication skills in English are required. Proficiency in another UN language, particularly French and/or Spanish is a strong asset.
  • Additional applications and knowledge management systems is an advantage.
  • Experience in learning and capacity development, including the production of training materials, is an advantage.
  • Understanding of the work of the UN, and UNICEF is an advantage.

  • Good judgment, initiative, high sense of responsibility, tact and discretion.

  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Requirements****:

  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
