UNICEF East Asia and Pacific Regional Office works to ensure the rights of all children in Thailand. This means the rights of every child living in this country, irrespective of their nationality, gender, religion or ethnicity, to:

How can you make a difference?

The Emergency Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual contractor to provide technical support to country offices to support the mainstreaming of AAP throughout programming and to enhance preparedness for AAP to enable quick and consistent community engagement through established AAP mechanisms and tools in case of sudden-onset emergencies. The incumbent will also support advocacy, networking and capacity building for improved understanding of and adoption of AAP principles and approaches and develop a body of knowledge to support further learning across the organization.

Work Assignment:

The goal of this assignment is improved Accountability to Affected Population programming in UNICEF country offices.

Objective: To strengthen UNICEF Country offices capacity and to mainstream and systematically incorporate AAP elements into regular development and emergency programming as well as to increase preparedness to fulfil UNICEF’s AAP responsibilities in case of sudden-onset emergencies.

1) Activities and Tasks:

a) Support the design and implementation of country level strategies and action plans to scale up community engagement (CE) and accountability to affected population (AAP) interventions and processes.

b) Provide AAP related training and capacity development support to UNICEF staff, partner agencies, Implementing partners and Government counterparts through targeted support and workshops. This will include:

- Basic foundational training on AAP concepts for UNICEF staff and key partners

- Technical and practical guidance and capacity building support for the establishment, promotion and implementation of core AAP mechanisms, with specific focus on feedback and response systems

c) Review existing emergency preparedness plans and support the integration of AAP and CE into country-level preparedness efforts to enhance readiness to fulfill UNICEF’s AAP commitments in case of sudden-onset emergencies.

d) Facilitate partnership building, innovation and knowledge management on AAP in the region.

End Product(s):

Tasks

1. 7 Country Offices strategies and plans of action developed for scaling up AAP that have clear deliverables, indicators and timeframes to enable timely marked improvement in AAP/CE performance, with a focus on closing the loop (by providing feedback to the com-munity about how their views and inputs were addressed), based on operational modalities, community preferences and global best practice.

2. Capacity building needs assessment on AAP across the region conducted

3. Capacity building strategy developed to build the knowledge of, and commitment to AAP/CE approaches for UNICEF and partner staff

4. Context-specific capacity building materials developed by contextualizing global and national tools

5. AAP specific and/or integrated trainings facilitated in 7 countries

6. Emergency Preparedness Plans in the region reviewed for APP integration and CE

7. Best practices for APP and CE integration into preparedness planning identified and ana-lysed and a contextualized methodology with clear actions for APP/CE integration into preparedness planning in the region developed

8. Preparedness planning methodology rolled-out in 7 country offices

9. Partnership with UN agencies at RO level on AAP and CE strengthened through the participation in IA planning and coordination fora and the use of joint feedback and CE mechanisms promoted.

10. In close collaboration with the RO Technology for Development (T4D) team, innovative approaches to AAP/CE mapped, documented and disseminated. Best practices replicated in other offices across the region.

11. An AAP knowledge management platform established, best practices collected from CO and a dissemination strategy developed and implemented.

Duration of Contract: 11 months.

Official Travel: Official travel to three out of the seven priority countries may be required, depending on the easing of COVID-19 travel and immigration restrictions.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences (anthropology, sociology, psychology, social development, development studies etc.), community development or any other related field.
  • At least 5 years of professional experience in community engagement with significant experience working on AAP interventions and the establishment of feedback and com-plaints mechanisms.
  • Experience in working in humanitarian contexts.
  • Prior experience working on emergency preparedness in the area of AAP/CE is an asset.
  • Working experience in East Asia and the Pacific would be an asset.
  • Strong analytical, presentation skills and communication skills.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
