BACKGRO****U****ND

For UNICEF, it is strategic within the Division of Data, Analytics, Planning and Monitoring (DAPM) work plan, to use and generate new sources of real-time information to better inform decision makers in the development and humanitarian ecosystem. To be able to do this, the Chief Data Office and the Programme Effectiveness Team are developing two key initiatives:

  1. The Frontier Data Network (FDN), a global initiative to connect, share and ensure UNICEF takes advantage of frontier data technologies in an ethical way. The focus is on capacity building, coaching, and facilitation, integrated in a community of practice model that facilitates the collaboration with researchers, and partners everywhere and
  2. The Real Time Data Initiative (RTD) led by DAPM in collaboration with ICTD to facilitate access to trustworthy data that are timely and relevant; increase awareness and trust in data; and use of advanced analytics for improved programme efficiencies, transparency and decision making.

To support the achievements of these two initiatives, UNICEF requires the services of an external consultant to support the development of the Frontier Data Network (FDN) and strategic work of the Programme Effectiveness Team.

Terms of Reference / Deliverables

UNICEF requires the services of an external consultant to support the development of the Frontier Data Network (FDN) and strategic work of the Programme Effectiveness Team. The work requires ongoing deliverable support in three areas:

1) Support the delivery of strategic activities and use cases including stakeholder engagement for the Frontier Data Network, Geospatial Working Group and others lead by the Frontier Data Tech Unit, including the Real Time Data Initiative (RTD Initiative).

2) Communications, Outreach, and Engagement: Preparation of communication and outreach products. Develop content for engagement with identified partners. Ongoing outreach and communication management of project progress across UNICEF channels.

3) Impact portfolio: develop a first version of an impact portfolio for the frontier data network (portfolio of content for engaging with partners).

This is necessary to ensure the implementation of the planned strategic activities and use-cases developed across the CDO and the Programme Effectiveness Team in 2023. To effectively manage the deliverables the candidate must possess a solid understanding of the overall scope as well as in-depth knowledge of activities and use-cases.

Qualifications

(1) Education

  • Masters degree in Political Sciences, International Relations, Communication or public relations, or a relevant field.
  • Expertise in communication, project/program management, monitoring and evaluation (M&E), communication, knowledge management, research, partnerships and/ or international cooperation.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook and Teams.

2) Work experience

  • A minimum of five years of progressively responsible experience in project management and evaluation, including communication to end users.
  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of the United Nations System and UNICEF context essential.
  • It is preferable that the individual has experience working on data based projects with applications to the development and/or humanitarian contexts.
  • Experience in communications and community management is preferable.

3) Competencies

  • Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

Requirements

  • Financial proposal that will include:
  • your rate (in US$) to undertake the terms of reference/deliverables noted above
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.

  • Any emergent/unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on the submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (where applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
