BACKGROUND

For UNICEF, it is strategic within the Division of Data, Analytics, Planning and Monitoring (DAPM) work plan, to use and generate new sources of real-time information to better inform decision makers in the development and humanitarian ecosystem. To be able to do this, the Chief Data Office (CDO) is developing key initiatives:

  1. The Frontier Data Network (FDN), a global initiative to connect, share and ensure UNICEF takes advantage of frontier data technologies in an ethical way. The focus is on capacity building, coaching, and facilitation, integrated in a community of practice model that facilitates the collaboration with researchers, and partners everywhere.
  2. The Real Time Data Initiative (RTD) led by DAPM in collaboration with ICTD to facilitate access to trustworthy data that are timely and relevant; increase awareness and trust in data; and use of advanced analytics for improved programme efficiencies, transparency and decision making.
  3. The Data Strategy to realize the transformative power of data to advance the rights of children.

Purpose of Activity/Assignment:

To support the achievement of these three initiatives, UNICEF requires the services of an external consultant to support the development of the Frontier Data Network (FDN).

Scope of Work:

UNICEF requires the services of an external consultant who will work remotely to support the development of the Frontier Data Network (FDN). The work requires ongoing deliverable support in eight areas.

Terms of Reference / Deliverables

In close collaboration and working with the UNICEF Chief of Frontier Data Tech Unit and Programme Specialists, the incumbent is responsible for the following deliverables:

  • Support the delivery of strategic activities and use cases including stakeholder engagement for: the Frontier Data Network, Geospatial Working Group, indicator data management, and others led by the Frontier Data Tech Unit.
  • Communications, Outreach, and Engagement: Preparation of communication and outreach products. Develop content for engagement with identified partners. Ongoing outreach and communication management of project progress across UNICEF channels.
  • Impact portfolio****: Develop a first version of an impact portfolio for the frontier data network (portfolio of content for engaging with partners).
  • Review and advise on internal and external community engagement activities to strengthen frontier data communities.
  • Integration with other key Chief Data Office initiatives: Help to identify and leverage opportunities for applying Responsible Data for Children Principles for frontier data activities and integrate frontier data to country data action plan efforts.
  • Reinvigorate the Data Savvy Learning channel in Agora, an online learning platform that helps to upskill data communities in areas of interest to frontier data.
  • Assist the Geospatial lead in managing GIS user requests for vendor services.
  • Help the unit in the editing and design of frontier data resource mobilization proposals.

Travel round trip to Madrid, Spain 20 November 2023 - 4 days

Travel round trip one local trip to UNICEF New York Headquarters 19 February 2024. - 5 days

Qualifications

(1) Education

  • Bachelor’s or Master’s degree in in project management or community engagement or international development or related areas.
  • A strong background in project/programe management, political science, law, evaluation, communication or public relations, international relations, international cooperation or international development is desirable.

2) Work experience

  • A minimum of 7 years of progressive experience with a Bachelors degree or Masters degree with 3 years of experience in project management or community engagement or international development.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
  • Experience working on digital/tech or digital innovation data projects
  • UN/UNICEF experience is an asset
  • Fluency in English is required. Knowledge of an additional UN language is an asset

3) Competencies

  • Proven communication and analytical skills, and ability to work in a sensitive environment requiring liaison and collaboration with multiple actors
  • Excellent oral and written communication skills
  • Strong organizational, planning, and analytical skills
  • Ability to take ownership and initiative and can work both independently and effectively in a team environment.

  • Financial proposal that will include:
  • the costs per each deliverable and the total all-inclusive (lump-sum) fees for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
