UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Scope of Work:

The Consultant will perform the tasks of the Reports Officer in:

  1. Quality assurance and donor reports,
  2. Quality assurance of proposals and recognition/visibility guidelines of resource mobilization efforts,
  3. Support communication activities, and;
  4. Support capacity-building.

The incumbent will have the following Tasks, Responsibilities and Deliverables:

Tasks and Responsibilities

Quality Assurance of donor reports

  • Update and maintain information on all the donor reporting requirements. Ensure Programme Section Chiefs are updated on these requirements and follow up as required.
  • Maintain a coherent system for tracking reports due to donors to ensure that they are submitted in high quality and on time.
  • Review and edit draft reports ensuring that they meet established quality standards and follow guidance shared between 01 July and 30 September 2021.
  • Upload submitted donor reports and proposals to the system as applicable and maintain the office’s electronical archive of them.
  • Maintain templates for donor reports and related checklists up to date
  • Support the Communication Section with planning, implementation and monitoring of donor recognition and visibility activities for donor reporting requirements
  • Promote the understanding and capacities among staff members to produce quality reports through communication, training, learning and development activities organization wide.

Quality assurance of proposals and recognition/visibility guidelines of resource mobilization efforts

  • Work with relevant programme sections and operations (as required) in the preparation of high-quality funding proposals by standardizing formats, contents and ensuring adherence to donor requirements and monitoring against assurance checklist.
  • Develop recognition and visibility plans and budgets for funding proposals in close coordination with programme sections.

Support Communication Activities

  • Support the coordination and implementation of donor recognition and visibility plans in close coordination with the Communication and Programme Sections.
  • Develop, produce communication materials, including Human Interest Stories, Situation Reports, Talking Points, presentations and briefing notes.

Capacity Building

  • Support the office in coaching and capacity building efforts of programme teams on proposal writing, donor reporting and effective contribution management. Develop at least one proposal/concept note for each area.

Deliverables

  1. Timely review/edit and submission of reports and uploading to the donor reporting system; at least 7 donor reports are scheduled from 1 July to 30 September
  2. Up-to-date and complete repository of donor reports in SharePoint
  3. Timely review/edit of donor proposals; an estimated 2-3 proposals are anticipated every month
  4. A recognition and visibility plan, where applicable, for every donor proposal submitted by the Country Office
  5. Up-to-date donor visibility monitoring sheet
  6. Communication materials, including Human Interest Stories, Situation Reports, Talking Points, presentations and briefing notes
  7. At least one proposal/concept note for each area of capacity-building submitted to the Chief of Communication

To qualify as an advocate for every child you will have…

    • Master’s degree in development communication (or general communication with specialization in development or political comms), research, political science/political economy, international/foreign relations, or other related fields in the social sciences preferred.
    • Bachelor’s degree in same discipline plus 5 years of related work experience will qualify.
    • Minimum of 2 years of relevant experience.
    • Familiarity/experience with UNICEF donor reporting systems and processes is an advantage
    • Very good grasp of child safeguarding policies/ethics
    • Writing/results-based writing (donor reports, situation reports, human interest stories, progress reports)
    • Editing/proofreading of the type of documents stated above, plus research/studies
    • Experience covering stories in the field is an advantage; experience covering development stories is desirable
    • Good analytical skills
    • Good coordination/project management skills (including management of creative consultants such as videographer, photographer, writer)
    • Experience with other UN agencies/international organizations will be considered
