BACKGROUND

The world is facing a learning crisis. Millions of children and young people are not developing the skills they need to break out of poverty. The growth of technology and the increasingly broad range of actors providing online learning means we can deliver learning opportunities anywhere, at any time. But more than half of the world’s children and young people are on the wrong side of the digital divide, limiting access to the same opportunities as their connected peers. The cost of inaction will be high. The World Bank estimates a loss of US$10 trillion in earnings over the lifetime of this generation of children and young people if urgent action is not taken to address the learning crisis. We urgently need to re‐imagine education. A modern education should build and accredit basic skills – reading, writing and math – as well as skills in problem‐solving, creativity and critical‐thinking that young people need for work, to start a business and to engage productively in their communities. The availability and potential of technology means that digital learning should be part of a basic basket of essential services for every child and young person.

The COVID‐19 pandemic has revealed a new openness in many countries throughout the world to take a fresh look at learning and education. We are now presented with a once‐in‐a‐generation opportunity for public and private sector leaders to support the ‘re‐imagining of education’ and leapfrog into the future. A key element of this transformation is scaling up world‐class digital learning solutions to reach all children, including the most marginalized.

Reimagine Education, UNICEF’s flagship initiative to support digital learning initiative will drive change in 5 key areas that together will unlock opportunity, choice and learning for every child and young person: World‐class digital learning solutions, Connectivity, Devices, Affordable content and data and Young people’s engagement.

Scope of Work:

Communications is at the centre of UNICEF’s mandate. We communicate to key public and private audiences to build support for the cause of children.

This consultant will drive and oversee the production of a range of strategic and impactful communications assets to support the Reimagine Education. Assets could include summary briefs, case studies, brochures, web content, audio‐visual content, infographics, blogs and more.

S/he will work under the supervision of the Education Specialist, Skills and Digital Learning and in collaboration with colleagues across teams in Programme Division and, where necessary, with the Division of Communication and with external partners.

Duties include:

  1. Content implementation/execution: Implement and coordinate the production of a key set of assets and including the writing, design and production of the assets, liaising between teams for guidance or inputs including on messaging, evidence, strategic objectives and relevant upcoming moments. Work with external vendors where required, including advertising agencies, editors or graphic designers. Develop Communications Assets for Learning Passport 2 Act and coordinate with COs.
  2. Monitoring of Communication plan: Monitor results, analyze the effectiveness of the content plan, approach and activities; disseminate M&E results on a regular basis, and provide technical support to disseminate results and inform communication priorities.
  3. Communications Support for Education Events: Produce materials such as invitations, flyers, videos, presentations for education events which feature digital learning, including the Transforming EducationSummit.
  4. Knowledge Management Support for Reimagine Education: Regularly update Reimagine Education

Sharepoint site, Reimagine Education Collaboration site, and lead efforts on updating the external UNICEF Reimagine Education Website. Lead efforts to develop a partnership website for the UNICEF‐World Bank

Qualifications

(1) Education

  • A first level university degree (Bachelor’s) in Public Policy, Political Science, International Relations, International Development, Public Administration, Economics, Communication or other relevant fields
  • The individual should be highly proficient in English.

2) Work experience

  • Experience in leading the development of impactful communications assets.
  • Strong communicator with emphasis on being able to present complex policy ideas in succinct, engaging ways through campaign narratives and creative tactics.
  • Experience in creating and editing graphics and videos.
  • Experience in building and maintaining a network of stakeholders, and in working with coalitions.
  • A strong comprehension of social and other forms of digital media.
  • Demonstrated experience in design and management of projects, including budget management and monitoring and evaluation of results.
  • Knowledge of children’s rights, public policy, international development and humanitarian issues.
  • Experience in communications at the international level is an asset.
  • Experience working in a developing and emergency environment is an asset.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
