BACKGROUND

The impacts of climate change and environmental pollution and degradation are being increasingly felt in Malaysia. The increasing frequency of floods, storms and droughts - in tandem with high rates of deforestation, environmental degradation, urban congestion and pollution - are increasingly impacting agriculture and food security, safe water supplies, public health and the delivery of essential social services.

UNICEF Malaysia has designed a climate change and environment component in its country programme 2021-2025 to address these challenges and work towards an enhanced capacity of government, young people and private sector partners to develop and accelerate the implementation of child-centered climate, environmental, and disaster risk recovery policies and actions.

Preparatory and exploratory work is currently being done to generate evidence on the impact of climate change and environmental degradation on children in Malaysian, and to identify key stakeholders engaged in this domain with the aim to establish partnerships and collaborations in support of the climate and environment programme.

PURPOSE

The purpose of this announcement is to recruit a suitable consultant who will work under the supervision of the Programme Specialist for Innovation and Sustainability, to support in mapping key stakeholders involved in climate change and environmental actions in Malaysia, at national, sub-national and local level. Furthermore, the consultant will support in identifying potential and strategic partnerships with youth organisations and networks with the view of enhancing the participation of young people - from a diverse background - in climate action and dialogue. This includes the identification of suitable networks, channels and platforms that will facilitate and strengthen their participation.

INDICATIVE RESPONSIBILITIES, TASKS & DELIVERABLES

1. Conduct a desk review and key informant interviews to map relevant stakeholders (government, NGOs, CSOs, private sector, etc.) and interventions in Malaysia on climate change and environmental protection at national, sub-national and local level, particularly those that are aligned with UNICEF programme priorities.
2. Identify key events, campaigns, trends and gaps for youth engagement in climate action and environmental sustainability in Malaysia. This will include having meetings and conducting interviews with key stakeholders that will help identify existing youth-led initiatives, climate champions, barriers and opportunities for engagement and participation at national, national level and local level (e.g. schools, community, local or national councils or clubs)
3. Identify strategic partnerships with youth organisations at different levels (urban and rural) that will promote the inclusive participation of young people in climate action and environmental sustainability. This will include gathering information from potential partners on what their expectations are from UNICEF and the value add.
4. Based on the identified opportunities and barriers, identify suitable channels and (online) platforms with the potential to enhance youth's participation in climate action initiatives and decision-making processes, particularly youth from vulnerable communities (poor, indigenous, undocumented, migrant, refugees, etc.)
5. Support in the testing and provision of content and materials with the ADAP and Communications teams in support of the World Children's Day in November 2020 and identify champions from a diverse background that can participate in the event.
6. Prepare a final report documenting the findings of the assignment, including formulating concrete and actionable recommendations to UNICEF Malaysia on potential strategic partnerships to promote an inclusive youth participation in climate action and policy dialogue, including platforms and networks to facilitate this.

DELIVERABLES

1. Development of a work plan and methodology for conducting the assignment, including how relevant data and information will be collected and validated (Number of days: 5 days) (Time frame: Week 1)

2. Desk review and interviews to map relevant stakeholders and interventions on climate change and environmental protection in Malaysia, including the preparation of a report and a slide deck documenting the findings (Number of days: 15 days) (Time frame: Month 1)

3. Identification of key events, campaigns, trends and gaps for youth engagement in climate change and environmental sustainability in Malaysia, including the preparation of a report and a slide deck documenting the findings (Number of days: 20 days) (Time frame: Month 2)

4. Identification of potential strategic partners with youth organisations and networks involved in climate action and environmental protection in Malaysia, including the preparation of a report and a slide deck documenting the findings (Number of days: 20 days) (Time frame: Month 3)

5. Testing and provision of appropriate content and materials and identification of relevant participants in support in the organisation of the World Children's Day (Number of days: 8 days) (Time frame: Month 3)

6. Identification of suitable channels and (online) platforms that can enhance youth's participation in climate action initiatives and decision-making processes, particularly youth from marginalized backgrounds, including the preparation of a report and a slide deck documenting the findings (Number of days: 20 days) (Time frame: Month 4)

Notes

• The tasks and deliverables may change based on the needs of the programme. Nevertheless, any change will be made in agreement between UNICEF Malaysia and the consultant.

• Payment will be made available based on number of days worked and deliverables produced.

  QUALIFICATIONS AND SKILLS REQUIRED

• An advanced university degree (Masters or higher) in Social Science, Communication, Management, Environmental Studies/Management or related field.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree

• A minimum (2) years of experience in environmental protection and/or community mobilization.
• Knowledge of climate change, environment and/or energy in Malaysia is a requirement
• Professional experience in youth engagement, community mobilization, social entrepreneurship, communication or other relevant fields
• Ability to engage with a wide range of partners, such as government, private, academia and civil society organisations
• Excellent facilitations skills with young people
• Understanding of UNICEF's work in Malaysia
• Strong computer and technical skills
• Strong communication skills
• Strong networking and interpersonal skills
• Ability to conceptualize and articulate ideas in a clear and concise form
• Ability to take initiative and to work with minimum supervision
• Fluency in English and Malay is required
