For every child, protection

The LACRO Child Protection Section supports the UNICEF country offices to protect all children from violence, abuse and exploitation in all contexts and including those who are on the move, in alternative care and in contact with the law. The Child Protection Section co-leads the flagship result for all countries in the region to eradicate violence against children, and a priority result to respond to children on the move.

UNICEF has a vision to be an organization that puts knowledge to work to achieve results for children and fulfil their rights (UNICEF KM Strategy 2021-2022) and knowledge management (KM) is an enabler to achieve this vision (UNICEF KM Strategy 2021-2022). KM is defined as “The deliberate and systematic coordination of an organization’s people, technology, processes and organizational structure to add value through reuse and innovation. This is achieved through the promotion of creating, sharing and applying knowledge as well as through the feeding of valuable lessons learned and best practices into corporate memory to foster continued organizational learning.” (Dalkir, 2011, p. 469). KM requires the combination of knowledge generation/capture, knowledge dissemination and knowledge use.

The UNICEF LACRO Child Protection section currently has a number of products to support the delivery of this vision, specifically an internal and external website, ebulletin, document library, and learning webinars. Based on demand from the country offices, it has just developed a knowledge management strategy that specifically aims to ensure that UNICEF staff (and partners) have access to the latest information in a timely manner to better inform their programmes.

The resulting strategy indicates some directions such as on revamping the document library, introducing different knowledge management forums, adjusting the website, as well as continuing and improving existing products. What is now required is the development of a sustainable implementation plan for the strategy, identifying the priorities and within the resources available. etc., and to put it into action. While the strategy is comprehensive, the effort for implementation needs to continue to be ‘light’. To get to this point, it is necessary to have a consultant to design, operationalize, test, adapt and establish the structure.

How can you make a difference?

Purpose of the Assignment

Under the overall guidance of the Child Protection Regional Adviser, the consultant will develop an action plan for the LACRO child protection section based on its strategy, guide its implementation, testing and adaptation. The consultant will support the LACRO child protection section in facilitating knowledge gathering, exchange and use across the areas of child protection, and cross sectoral on the themes of migration and violence against children. The end result of the consultancy is a light, effective, easy to manage knowledge management system that strengthens the technical leadership role of LACRO in child protection, migration and violence against children.

Specific Tasks

  • To develop an implementation plan for the KM strategy, operationalize and test the same, and then adjust

  • To produce or maintain knowledge management products such as e-bulletins, document library, discussion forums, webinars, internal/external website, in line with the strategy and action plan

  • To source data for the knowledge management system in close coordination and cooperation with the COs and ROs

  • To support the knowledge capture, such as through producing a reporting and monitoring dashboard, and webinar documentation and recording

  • A knowledge management implementation plan

  • A set of knowledge products that are used and sustainable

To qualify as an champion for every child you will have…

- Education: Master's or Advance University degree in Knowledge/Information Management with a Child Protection background, or in a Child Protection related disciplines with an information management background, or other related fields. - Work Experience: Five years of progressively responsible relevant work experience at the national and international level in child protection, as well as experience in knowledge management or information management; Similar assignment(s) in LAC region and/or other parts of the world; experience working in the UN and other international development organizations an advantage; strong written and spoken communication skills; proven capacity to work in an international environment.

- Languages: Fluency in Spanish and English is required. Knowledge of French or Portuguese will be considered an asset.

- Technical knowledge: Technical knowledge and expertise in Microsoft, web-based platforms and other products, tools and databases that can be used for knowledge management an advantage. Professional technical knowledge on child protection systems and issues

Supervision: The consultant will work under the direct supervision of the Child Protection Regional Advisor.

Workplace: This is a remote, home-based consultancy.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
