BACKGROUND

UNICEF is the lead agency in monitoring the wellbeing of children, with a mandate to support countries in collecting reliable data on children, as well as to track progress against internationally agreed targets including the Sustainable Development Goals (SDGs).

The Child Protection and Development (CPD) team within the Data Analysis and Innovation Unit covers a range of topics, including harmful practices such as child marriage, which is the topical focus of this consultancy. Further to UNICEF’s role as custodian agency monitoring progress towards SDG target 5.3.1 on child marriage, the CPD team will be undertaking several initiatives around the analysis, dissemination and use of data on this topic. This will include the development of a set of training packages on the interpretation and use of data on harmful practices.

The purpose of this consultancy is to support CPD’s work on the development of the training packages from identifying knowledge gaps and needs to synthesizing content into lessons. The consultant will not be responsible for the development of technical content; however, key services include synthesizing and adapting content developed by experts into a training module which can be delivered virtually or in person. The consultant will lead the design and delivery of two modules that will be different in their objectives and content, but similar in their features and the user-experience. The consultant will also be responsible for researching learning platforms for implementation of the virtual trainings.

Terms of Reference / Deliverables

Under the overall direction of the Senior Adviser, the consultant will accomplish the following objectives:

Develop and deploy a survey on knowledge and needs around data on harmful practices among potential training participants
Synthesize and adapt technical content into two training modules: One for a technical audience and one for a non-technical audience.
Liaise with DAPM LKE learning team to ensure adequate methodologies and tools for online engagement are developed
Research and advise on the online learning platform on which to host the virtual trainings
Liaise between vendor and project team and other relevant parties (PD, ICTD, D&A data use team, etc.) to ensure the deliverables meet the expectations of all stakeholders, and that any ad hoc requests from vendors are prioritized and fielded appropriately
Implement post-training surveys and synthesize key metrics and lessons learned

Deliverables will include:

Implementation of pre-training survey
Development of two training modules
Recommendations on the learning platform and logistical support
Timely, accurate and informative regular reporting of project status and recommendations

Qualifications

(1) Education

University Master’s degree or higher in social sciences, public policy, international affairs or related field

2) Work experience

Minimum of five to seven years of progressively responsible professional work experience in instructional design of e-learning courses for adult learners
Demonstrated experience standard authoring tools such as Rise 360 (preferred) or Storyline 360
Demonstrated experience with H5P
Familiarity with child protection issues including child marriage strongly preferred
Basic familiarity with data used for global monitoring of the wellbeing of children and/or experience working with household survey data preferred
Familiarity with UNICEF mandate and the Sustainable Development Goals

3) Competencies

Excellent project management skills, including managing complex projects and balancing long-term and ad hoc projects simultaneously
Excellent written and verbal communication skills, including communication to both technical and non-technical audiences

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
