BACKGROUND

Purpose of Activity/Assignment:

As part of focused efforts to accelerate progress of global immunization coverage and reduce the number of zero-dose children, it is an organizational priority to document, refine and communicate UNICEF’s strategic engagement across sectors and partnerships with local partners and civil society to achieve these ambitious milestones. UNICEF is well recognized for its work with local partners and for its multisectoral capacity – these are two of the most widely recognized comparative advantages and areas of added value for the organization.

In the context of the GAVI Civil Society Organization (CSO) engagement framework, related policies and financing to increase and systematize CSO and local partner engagement for immunization strengthening, UNICEF must document examples and best practices of partnerships which contribute to the Gavi CSO engagement framework and strategy. UNICEF’s engagement with CSO’s supports immunization needs and approaches in diverse settings, including accessing populations in the equity priority contexts of remote rural areas, fragile and conflict-affected areas, urban poor areas as well as addressing gender-related inequities and barriers. UNICEF engagement with CSOs is taking place across diverse work streams, including for social and behaviour change, immunization supply, and service delivery. While CSO engagements can be mapped through internal tracking processes, such methods do not provide an in-depth picture or fully capture the valuable details on how UNICEF engages CSOs. There is a need to better document these details both to communicate UNICEF’s engagement with CSOs (in capacity building / sharing with local partners and to extend UNICEF’s programming reach) and to identify how and why UNICEF engages with CSOs.

Additionally, as part of UNICEF’s approach to leverage its multisectoral capacity for immunization strengthening and utilize immunization as an entry point for PHC strengthening, there is similar need to document examples of UNICEF’s multisectoral engagement at country level. UNICEF’s multisectoral capacity is recognized and valued as a key comparative advantage across the organization. However, multisectoral and integrated programming occurs most often at country-level, rather than through global or regional offices, and is often undertaken as a discreet, country-led activity. Furthermore, what types of programming constitute multisectoral action or integrated programming are not clearly defined. Consequently, the full extent of UNICEF’s multisectoral action and programming is not systematically documented, limiting the sharing of lessons-learned between UNICEF offices or of successes in multisectoral action with partners. There is, therefore, a need to better map and examine how UNICEF’s multisectoral capacity has supported immunization programming and how immunization programming has provided an entry point for multisectoral engagement. An initial mapping and series of case studies examining multisectoral action and integrated programming will serve to inform the development of definitions of these activities.

Documentation and case studies will be used in communication with partners and stakeholders and for internal and external communications purposes. Furthermore, the documentation will inform global efforts to articulate approaches and frameworks for engagement including the development of partnership and multisectoral engagement definitions as well.

Scope of Work:

The consultant will:

  1. Conduct initial planning and scoping activities including the development of a detailed workplan and timeline to be used throughout the consultancy; undertake a desk review of available examples, case studies and background documents, including strategies of Gavi core partners and donors relating to CSO engagement and multisectoral programming; and develop information collection and interview templates. Propose a template and capture the list of identified examples and gathered essential content of CSO engagement on multisectoral programming throughout the assignment in a database format for internal tracking, convenient reference and to enable development of additional products such as snapshots and presentations as needed.
  2. Building on an initial list of examples, interview and engage with UNICEF teams at Headquarters, Regional Offices and Country Offices, to further map instances and gather content, such as reports, data, and multimedia content (videos, photos), for the final selection of 10 case studies: 5 case studies of multisectoral action and integrated programming, and 5 case studies for engagement with CSOs and local partners. Selection and categorization of the country examples should meet agreed criteria including representation from all UNICEF regions, Gavi country segment categories and equity priority contexts, sectors involved, programme outcomes including for Gavi programme areas, and partners involved among others.
  3. Develop the first set of 5 in-depth case studies which demonstrate either how UNICEF is able to leverage its multisectoral capacity or engages with CSOs and local partners for improved outcomes for immunization and communities. Conduct follow-up interviews, discussions, and communications to gather additional information and content as needed. Coordinate with the designer on the layout and design of the 5 stand- alone case studies.
  4. Develop the second set of 5 in-depth case studies on multisectoral capacity or CSOs and local partner engagement. Conduct follow-up interviews, discussions, and communications to gather additional information and content as needed. Coordinate with the designer for the layout and design of the 5 stand- alone case studies.
  5. Package the case studies into a final report, including writing additional introductory text such as executive summary, introduction, and summary of key findings into a document which can be used for internal and external reference and sharing with partners donors and for external communications. Coordinate with the designer on the layout and design of the final report.
  6. Present findings to the Immunization Section and conduct 2 global webinars, including regional and country collaboration, to illustrate findings for multisectoral action and integrated programming and CSO partnerships.
  7. Refine and update the database of multisectoral engagement and CSO partnership examples for internal knowledge management and easy reference; extract 5-8 additional examples from the database and develop 1 slide summaries for additional reference and use.

Qualifications

1) Education

  • Completion of advanced degree in public health, social sciences, or related degree.
  • Additional qualifying experience may be accepted in lieu of the university degree.
  • Fluency in English, both spoken and written, is required.
  • Fluency in French, Spanish and Arabic is an advantage. Knowledge of local languages is an added value.

2) Work experience

  • Demonstrated knowledge of public health functions, services and programming, particularly routine immunization, and delivering public health services in diverse settings.
  • At least five (5) years’ experience in conducting qualitative research or developing case studies.
  • Experience packaging materials for external communications purposes or donor reporting.
  • Strong analytical, oral & written communication skills.
  • Ability to work in a multicultural environment and across different levels of an organization.
  • Experience working in the UN or other international organization is an asset.

Requirements:

  • Financial proposal that will include:
  • Cost per deliverable or lumpsum for the whole deliverables as indicated in the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
