UNICEF continually invests in ICT enabled initiatives as a change strategy. The portfolio of products has grown steadily to support the mandate of UNICEF and digitalize the core business capabilities. To manage the portfolio and individual projects, PMI and Prince 2 methods were applied to ensure consistent and sound project and financial management. UNICEF also implemented Project Portfolio Management (PPM) and Enterprise Architecture (EA) governance to automate and streamline the IT demand management process, while building a repository (a digital blueprint of UNICEF and a reference architecture). The 2022-25 strategic plan, continues to state digital transformation is a core change strategy that will require the strengthening of the digital governance processes and tools.

Under the general guidance of the Special Advisor, Strategy, Resource Management and Governance (SRG), the Business Analyst’s primary objective is helping ICTD's SRG Section with performing reviews, recommendations, and implementation of new tools and processes in Project Portfolio Management and Enterprise Architecture.

How can you make a difference?

Scope of Work:

Deliverables • Define a lean and agile governance process that improves operational efficiency, effectiveness, and collaboration amongst the teams. • Run awareness sessions wherever required to get a shared understanding of EA concepts • Understand the roles and responsibilities of all actors involved in the process and address gaps wherever they arise. • Work with the vendor to implement the new EA tool (cloud), including setting up regular meetings with vendor to ensure tasks are on track. • Configuration and customization of Essential Project Tool as per requirements with features broken down into phased deliveries of product functionality . • Collate EA/PPM related data and ensure data is compliant to new EA/PPM Tool. • Ensure that EA/PPM tool has up to date and validated data. • Assess current PPM and EA maturity • Determine gaps in reporting from EA and PPM applications and suggest improvements. • Assist in Defining UNICEF’s PPM and EA strategy and roadmap for the next 4 years including involving key stakeholders in discussions and decision-making processes • Provide support to Project Management Office

Key Tasks • Review and improve IT Demand Management Process. • Create business friendly demand management process description • Implement the strategy - design the new workflows in PPM, build, roll-out, review and enhance. • Create Standard Operating Procedures/instruction manuals for the application. • Train EA and PPM stakeholders to use the new/updated application. • Preparation and consolidation of data for EA/Portfolio for input into EA and PPM platforms. • Update the Enterprise Architecture processes. • Create report for ICT management with KPIs and metrics. • Provide on-going Project Management and EA support. • Support PPM and EA tool implementation. • Setup regular team meetings to review progress. • Schedule regular status update meetings with Project Board. • Develop the project plan, communications plan and documentation related to the project. • Work with PMO to develop communications and advocacy plan. • Create training materials and glossary of new terms in addition materials provided by vendor.

Please note that in view of the nature of the work, these listed activities will be done throughout the period of engagement for which progress will be reported through monthly reports.

Depending on project need and project progress, deliverables may be interchanged.

Payment will be made on a monthly basis against a monthly activity report, including the above requirements, highlighting deliverables completed under this assignment.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s Degree or equivalent) in Systems or Business Process Analysis or directly related technical field. • A minimum of 5 years of relevant professional experience in Information Technology • Experience working in the UN or other international development organizations. • The ability to influence stakeholders and work closely with them to determine acceptable solutions. • Excellent planning, organizational, and time management skills. • Experience in Agile Project Delivery • Experience in Project Management • Strong interpersonal and communication skills. • Familiarity and knowledge of Essential Project and EA practices. • Self-starter who is happy to hit the ground running; independently motivated who doesn’t require extensive set-up processes, training, orientation, or strategy development. • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Location and Duration:

This consultancy is remote based and is for an anticipated duration of 1 year.

• Interested applicants must apply and complete their profile through UNICEF's Talent Management system and attach a CV and copy of academic credentials. • Applicants are required to attach a financial proposal that includes lumpsum fee for the whole deliverables as indicated in the Work Assignments Overview above. Applications submitted without a financial proposal attachment will not be considered.

*At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

*Payment of professional fees will be made on a monthly basis against a monthly activity report, including the above requirements, highlighting deliverables completed under this assignment. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
