BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Over the past few years, there has been a rapid expansion in the demand for WFP supply chain services both at the field and the global level. This growth in demand has generated a significant increase in the volume of support required to implement these activities. This support is coordinated by the Humanitarian Logistics Services Branch in WFP Headquarters (HQ) who provide the necessary strategic and operational guidance as well as global partner engagement support.

The Budget and Finance Consultant will enable the Humanitarian Logistics Services Branch to meet the increased demand for support to ensure proper financial management of the services.

KEY ACCOUNTABILITIES

Under the direct supervision of the Humanitarian Logistics Services - Head of Budget and Finance, the incumbent will perform the following duties:

  1. Contribute to the development of a limited number of projects, plans, processes, and procedures ensuring compliance with wider WFP policies and standards.
  2. Create and review limited project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidelines and policies, and providing financial analysis and advice to optimize resources.
  3. Support monitoring fund utilization, advance financing, loan and borrowing/repayment, and refinancing arrangements to alert supervisors about approaching deadlines for potential resource shortfalls/surpluses and propose appropriate solutions.
  4. Monitor actions related to project closure and resource transfer and refer potential issues to the supervisor.
  5. Carry out visits to COs as appropriate and assist in clarifying and improving the proper application of policies and procedures and prepare comprehensive reports on findings with improvement action plans.
  6. Create and review budget and project documentation and ensure relevant resource data is recorded in internal systems for reference, in line with WFP standards and procedures.
  7. Perform reconciliation, journal posting, and document clearances and support the monthly financial closure on a regular basis in accordance with corporate requirements.
  8. Collate and analyze data to prepare accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management, operational needs, and external stakeholders.
  9. Contribute ideas to senior officers for improvement of systems, techniques, tools, processes, and procedures to better monitor and manage budgets and funds.
  10. Support the capacity building of WFP staff on fund management and on the end-to-end implementation of the new service provision solution through training, coaching, answering queries, and updating manuals and training material.
  11. Support the country offices (COs) in performing reconciliations and account analyses related to service provision to ensure IPSAS compliance. This includes monitoring of closing process at the COs and HQ.
  12. Represent the unit at internal meetings/committees/working groups as required, in order to obtain and provide information from a budget perspective.
  13. Perform other related duties as required.

STANDARD MINIMUM REQUIREMENTS

Education

You have:

  • Advanced university degree in Business Administration, Statistics, Finance, Economics, and/or other relevant fields, or bachelor’s degree with additional 1 to 2 years of experience.

Experience

You have:

  • At least 1 to 2 years of previous experience in the field of Budget and Finance, and in an international organization, preferably WFP is desirable.
  • Analytical skills and resourcefulness, initiative, and tact in devising solutions to current and potential budget and finance issues.
  • Demonstrate a good understanding of information and financial systems and how those support the implementation of service provision.
  • Able to consolidate and share resource budget and financial information in a way that supports decision-making and emphasizes accuracy and consistency in numbers across teams.

Language

You are:

  • Fluent (level C) in oral and written English. Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is a plus.
