UNICEF is currently providing key support to Civil Registration interventions in the country to increase access to civil registration, with a particular focus on birth registration. Those interventions include legal and policy reform; civil registry strategic planning, capacity building and awareness-raising; integration of birth registration into other services, such as health and education; community-based registration and social mobilization campaigns. Support to real-time data collection using innovative technology is also being promoted to complement national administrative data needs.

In this context, UNICEF Guinea-Bissau is assisting the government in the implementation of RapidPro applied to civil registration. RapidPro is an open-source platform thatt allows for communication between different stakeholders, which can be used to collect routine data in real time, to monitor and communicate with actors in the field. This ICT solution is being piloted by the Ministry of Justice, since 2020 at national level. RapidPro stands to improve effectiveness of communicational level to: a) collect relevant indicators on birth registration from Civil Registration Centers for monitoring performance; b) collect information related to critical stocks from Civil Registration Centers and; c) strengthen Civil Registration System coordination.

The current consultancy will support UNICEF and MoJ follow up on the implementation of the RapidPro data gathering, by conducting a close monitor of the CR offices monthly data submission and generate report for analysis and dissemination. Also, the consultant will support the organization and facilitation of trainings to improve RapidPro use and identification of bottlenecks to be managed. Finally, consultant will assist the CP programme in implementing interventions planned with key partners to strength the child protection information management planned activities.

How can you make a difference?

The objective of the consultancy is to provide direct support on data collection on birth registration for civil registration services to improve their capacity in collect, compile and use data appropriately, especially using new ICT technology tools.

The Consultant will be working at the UNICEF Child Protection Programme, under the supervision of the Child Protection Manager, in close collaboration with the Ministry of Justice and relevant institutions working on Civil Registration ad Vital Statistics.

Tasks:

  1. Strengthen and close follow up of data gathering in Birth Registration by the civil registration officers using the RapidPro platform (a programme to collect routine civil registration data in real time, through SMS). Consultant will create tables/spreadsheets with information on current Birth Registration services, location, and data (especially those working within health structures) and monitor the monthly data submitted via RapidPro/SMS.
  2. Support organization and facilitation of workshops for capacity building of civil registration officers on data management through the RapidPro platform.
  3. Follow up on the RapidPro dashboard (developed by the UNICEF regional office) and review the accuracy on the data provided by the Guinea-Bissau civil registration officers and the dashboard information. Consultant will interact with the Ministry of Justice's RapidPro Focal Point and UNICEF RO focal point.
  4. Assist CP programme in working with the CO data management consultant and M&E specialist to ensure that Child Protection information is well integrated on the current mapping on data generation and management practices for the sector.
  5. Assist the Child Protection Officer, responsible for data gathering on violence against children, in the implementation of the pilot phase of data collection with the IMC (Instituto Mulher e Criança)/CSOs, by Provide guidance on the digital/ICT tools used.
  6. Travel to country regions to monitor activities (including data and information gathering) and assist Civil Registration services in using RapidPro.

To qualify as an advocate for every child you will have…

  • University degree in statistics (data-base management), computer sciences, social sciences with focus on project monitoring and data management, or related areas.
  • 1-year minimum relevant working experience on data management through IT tools and working experience on Civil Registration/birth Registration is an asset.
  • Knowledge of relevant computer systems, especially in excel, statistics, and compilation and processing of data.
  • Good writing, analytical and synthesis skills.
  • Good command of written and spoken Portuguese and English/or French is an asset.
  • Experience working in UNICEF or another UN agency is an asset.
  • Experience working for UNICEF or any other UN Agency.
  • Advanced IT skills are an advantage.
  • Knowledge of local languages is desirable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
