Organizational context

The Product Innovation Centre (PIC) within Supply Division (SD) works closely with internal and external partners to drive R&D and scale of new innovative products to improve the lives of children. This is done by identifying needs not appropriately met by products currently available and then scanning the market to see if there are products that can meet this need. If yes, we procure and scale the products, if no, we drive R&D utilizing develops product profiles to specify the performance a product has to deliver and incentivize R&D, using our procurement and implementation power. In addition, PIC is mandated to push the envelope of the organization in terms of coming up with new innovative concepts to influence R&D of products beyond UNICEF’s procurement, evolve the global thinking around product innovation for development/humanitarian contexts as well as to develop new ways of driving scale of products. Key to these ambitions is an aim to ensure most impact for disadvantages children for the resources available, always pushing for value for money of products.

The Product Innovation Centre operates within public procurement practices to drive research and development (R&D), validation and implementation of new products to address programmatic and/or emergency needs. In instances where there are no products in a procurable form on the market, a Product Innovation Project (PIP) is initiated with the ultimate goal of enabling procurement of fit-for-purpose and value-for-money supplies across all UNICEF program areas.

Key Tasks

Under the supervision of the Disability & Innovation Manager, Product Innovation Center, and working closely with relevant units at UNICEF, the objective of this consultancy is to help UNICEF SD form partnerships with the private AT sector and increase fundraising revenue. The candidate will create a strategy and approach to better partnering with private sector, as well as proactively engage suppliers and partners. In addition, the candidate will help general fundraising efforts across the disability and AT portfolio.

Timeline

The ambition is to raise UNICEF SDs profile within the assistive technology sector. Within the next year UNICEF SD will develop a strategic approach to collaborating and partnering with the assistive technology sector and aim to secure the first partnership within this timeframe.

Deliverables:

The consultant will be responsible for ensuring the following deliverables are achieved:

Private Sector Partnerships (approx. 60 days):

• Create a new approach for how UNICEF SD can better approach and partner with private sector

• Grow UNICEF SDs visibility and network within the AT industry globally

• Map out innovative ways for mutually beneficial partnerships with the AT private sector

• Identify and setup new partnerships

• Approach at least 20 private sector companies

Fundraising (approx. 40 days):

• Identify and map out new funding opportunities

• Direct fundraising, pitching etc.

• Liaise with UNICEF Natcoms, to raise profile of disability and AT

• Pitch projects to Natcoms, foundations etc.

• Assist head of strategy in setting up internal structures and processes related to fundraising

This position will work on site or remotely.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

STAGES AND DELIVERABLES

Tasks/Milestone: Partnership Deliverables/Outputs: • Grow UNICEF SDs visibility and network within the AT industry globally • Map out innovative ways for mutually beneficial partnerships with the AT private sector • Identify and setup new partnerships • Approach at least 20 private sector companies • Build 2-3 mutually beneficial partnerships with AT sector companies Per Centage of total : 55%

QUALIFICATION REQUIREMENTS

Knowledge/Expertise/Skills required:

• University degree is required (Advanced degree an advantage), preferably in relevant field (business, marketing or health-related area). *Applicable work experience can substitute in cases where university degree is not aligned to a relevant field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

• Minimum five years of relevant, progressively responsible, professional experience is required

• Extensive knowledge of the assistive technology private sector is required

• In depth understanding of assistive technology is considered an asset

• Extensive global network with the assistive technology space is an asset

• Lived experience with assistive technology is considered and asset

• Experience with business development and innovation is considered an asset

• Understanding of the UN system is considered an asset

Further, the following areas are an asset and will be factored into the evaluation of applicants:

• Strong networking skills

• High level of analytical skills and attention to detail

• Understanding of assistive technology and its target groups in low resource settings

• Knowledge of regulations and standards in assistive technology industry (ISO, etc.)

• Knowledge of MS Office Suite, especially Excel

• Knowledge of the environment in which UNICEF operates (i.e., global disability sector)

EVALUATION PROCESS:

ASSESSMENT OF PROPOSALS

Technical Proposal

Applicants should submit a detailed cover letter that outlines their relevant experience and qualifications, and explains their approach to completing the key deliverables outlined above. Any specific experience with similar reviews or assessments should be highlighted (e.g. function positioning or product-programme integration within humanitarian and development organizations).

If needed, UNICEF may request applicants to conduct a brief presentation of their proposals and clarify details before making a final decision on contract award.

Financial Proposal

Applicants should propose an all-inclusive lump-sum amount, expressed through a daily rate, for this assignment. Travel and DSA for trips to Copenhagen in line with the schedules outlined in this ToR should be included in the proposal as separate budget lines. Fees for shortlisted candidates are subject to negotiation prior to contract award.

The consultant should consider that there will likely be required 2 visits (up to 10 business days) to Supply Division in Copenhagen

Per diem cost and ticket cost will be reimbursed for all approved trips related to the assignment, in line with UNICEF the travel rules. Financial quote should include estimated cost for these trips.

As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
