Purpose of Activity/Assignment:

The increase in the number of new arrivals is overstretching national capacities to sustain support to all refugee and migrant populations. Overcrowded reception facilities generate additional challenges in providing adequate sanitation and hygiene facilities, sufficient access to health and protection services and information opportunities for children and families. Insufficient measures to prevent and address gender-based violence put women and girls at increased risk. Inadequate reception, identification and protection mechanisms and the limited availability of alternative care and legal guardianship options exacerbate the vulnerability of unaccompanied and separated children.

Within the framework of the regional Humanitarian Action for Children appeal 2023 for the refugee and migrant crisis in Europe and considering a potential scale up of the existing response due to increasing number of sea and land arrivals in 2023, the consultant/s will support the UNICEF ECARO outpost in Italy in field locations in (i) coordinating and scaling up UNICEF refugee and migrant response for the North of Italy, (ii) assessing the situation as well as the needs of refugees and migrants, and (iii) engaging with local authorities, other UN agencies and civil society organizations.

Under the supervision of the Emergency Specialist and in regular consultation with the Child Protection Specialist, GBV Specialist and Country Coordinator, support the implementation of ECARO O/P emergency preparedness and response plan in the region/s of competence. Specifically, the consultant will provide technical support at field level in the region/s of competence to definition, planning, implementation, monitoring and evaluation of the emergency interventions to ensure adequate protection of unaccompanied children, refugee and migrant children and their families, women and girls.

UNICEF is looking to recruit one consultant based in one of the regions indicated, to monitor and coordinate activities in Northern Italy

Scope of the work:

The consultants will:

  • Provide technical support to assess the needs of refugees and migrants and to the implementation of UNICEF’s response through implementing partners
  • Monitor the situation and provide operational updates
  • Facilitate communication and coordination amongst local stakeholders
  • Provide evidence to support advocacy actions
  • Contribute to emergency and donor reporting and data collection and analysis
  • Provide logistical support to missions

- Payment schedule: The consultant will be paid based on satisfactory and timely submission of deliverables.

- Duration: 160 days between January 2024 and October 2024

To qualify as an advocate for every child you will have…

  • Master (“Laurea Specialistica”) requirement can be substituted with a Bachelor degree and additional 2 years of relevant professional work experience
  • Minimum 5 years of relevant professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring & evaluation, reporting;
  • Fluent in written and oral English and Italian
  • Valid working permit in Italy, if non-EU nationality
  • Availability to travel in Italy
  • Driving licence type B for Italy

Assets:

  • Experience in emergency programmes implementation will be highly considered
  • Fluency (oral, written) in French will be highly considered, knowledge of other languages will be taken into consideration
  • Previous experience in UNICEF, UN or other IO will be highly considered

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
