BACKGROUND

The UNICEF Child Protection Strategy 2021-2030 envisions a world where all children are free from violence, exploitation, abuse, neglect and harmful practices. The primary focus of this Strategy is prevention. Our ambition is to scale up evidence-based prevention approaches to the population level – not only in the core Child Protection sectors of Social Welfare and Justice, but also in Education, Health, Social Protection and other sectors with strong and clear accountabilities to deliver child protection outcomes. In addition to our core focus on universal prevention, UNICEF will ensure that no child is left behind: we will work with partners to target interventions on children at greatest risk of child protection violations. These include children in humanitarian/crisis settings, children with disabilities, children deprived of parental care, and children experiencing other forms of discrimination and exclusion. Where children are experiencing violations, UNICEF will work with partners to strengthen access to response services to prevent recurrence and provide care, support and justice. To deliver these Objectives, the Strategy adopts three core interlinking programming strategies: 1) To effectively address the behavioral, social, cultural and economic determinants of child protection violations at scale 2) To support inclusive and effective child protection systems in preventing and responding to child protection violations, and 3) To effectively prevent and respond to child protection violations in humanitarian situations.

UNICEF co-leads The Alliance for Child Protection in Humanitarian Action (the Alliance), a global network of operational agencies, academic institutions, policymakers, donors and practitioners that facilitates inter-agency technical collaboration on child protection in all humanitarian contexts. The Alliance sets standards and produces technical guidance for use by the various stakeholders, particularly field practitioners, in alignment with UNICEF’s Child Protection Strategy 2021-2030 and UNICEF Strategy UNICEF Strategic Plan 2022-2025.

The Alliance’s work falls into five categories: Standard setting and guidance development; Capacity building, learning and development; Evidence and knowledge generation; Advocacy; and Convening, and its work is led by the secretariat, four working groups, six task forces and three initiatives:

The Assessment, Measurement & Evidence (AME) Working Group (WG) is one of the four permanent Working Groups under the Alliance for Child Protection in Humanitarian Action. As a strong evidence-base supports the achievement of quality programming, the need for assessment and measurement has kept growing over the years. Efforts of this working group will focus on supporting the field of child protection in humanitarian action to better collect, analyze and use evidence to inform quality programming.

To this end, UNICEF is soliciting the services of a consultant to complete the assessment, measurement and evidence component of the Alliance work plan in both refugee and non-refugee contexts. This technical specialist will collaborate with the members of the AME Working Group, secretariat and other working groups and tasks forces within the Alliance. This function is part of UNICEF’s role as the co-lead of the Alliance for Child Protection in Humanitarian Action, and reports to the coordinators of the Alliance.

Terms of Reference / Deliverables

Scope of Work

The activities of the AME Working Group will be guided by the Alliance Strategic Plan 2021-2025 and the workplan 2021-2023. The consultant is expected to perform following functions:

  • Develop a qualitative approach to assess population-level risk and protective factors for the protection of children with disabilities.
  • Support the improvement of documentation of risk and protective factors across child protection coordination groups.
  • Develop a standalone capacity building module on measuring risk and protective factors to strengthen preventive approaches in child protection in humanitarian action.
  • Support the coordination of AME Working Group quarterly meetings
  • Coordinate, as required, with other WG/TFs, Prevention Initiative, CP AoR, etc. that specifically relate to above activities

Timeframe:

  • This consultancy is being recruited for 120 working days, between February 2022 and September 2022.

Qualifications

(1) Education

  • Tertiary qualifications related to research, public health, social sciences, and any other relevant fields

2) Work experience, knowledge and expertise required

Knowledge and experiences

  • Minimum of 8 years of professional experience in related fields
  • Proven track record of successfully managing global level interagency projects with multiple stakeholders.
  • Operational experience at a country level that demonstrates strong Monitoring and Evaluation skills and experience of successfully carrying out assessments or research.
  • In depth understanding of research methods, including quantitative and qualitative approaches.
  • Understanding of humanitarian aid architecture, including relevant coordination bodies.
  • Familiarity with the Minimum Standards for Child Protection in Humanitarian Action and other fundamental documents related to the Child Protection sector
  • Familiarity with the work of the Alliance and CPHA sector

Skills and competencies

  • Computer skills, including MS Office and other relevant software
  • Excellent English, both oral and in writing. Working proficiency in either French, Spanish, or Arabic, is an asset.
  • A commitment to and aptitude for attention to details
  • Ability to work well and punctually under pressure
  • Excellent interpersonal skills, with the ability to successfully interact with a diverse group of people and build consensus;
  • Flexible work attitude, with the ability to follow direction and work independently across a virtual work environment;
  • Excellent organizational skills, with the ability to independently track and follow-up on various tasks;
  • Collaborative work style, with strong team-player attitude and ability to identify gaps and to take initiative to fill them
