How can you make a difference?

UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to support and develop mapping of priority areas of work or thematic focuses of the ASEAN sectoral bodies and matching their interests to UNICEF’s programmatic work and interests in EAPR. Based on that mapping, the entry points of engaging with the ASEAN sectoral bodies and focal points to further explore new strategic and catalytic partnership opportunities can be identified. Also, she/he will help developing mapping of priority areas and key interventions per sector/theme related to children’s well-being and rights to guide the engagement of UNICEF in EAPRO with the ASEAN Secretariat. Developing a preliminary UNICEF’s communications/advocacy plan for the ASEAN engagement – with a close collaboration with EAPRO communication section is another major duty of the consultant. The consultant will also support to strengthen the contributions of UNICEF’s to the ASEAN Community Vision 2045. ASEAN Partnership Consultant is placed within the Office of Regional Director of the UNICEF EAPRO, reporting to the Partnerships Manager and closely working with the Partnership Specialist on a daily basis.

Work assignment, Expected deliverable and Delivery schedule:

The consultant will be based in Bangkok, Thailand (UNICEF EAPRO office), yet he/she is not required to be located at UNICEF office all week in working days. Thus, the consultant’s work arrangement (WFH) would be flexible, upon agreement with the partnerships manager and public partnerships specialist.

Task 1: Conducting mapping of priority areas of work or thematic focuses of the ASEAN sectoral bodies and UNICEF in EAPR

Deliverable: Mapping excel/Word doc file of priorities and interests of ASEAN sectoral bodies and UNICEF in EAPR and identifying the linkages and commonality between those two will be developed

Delivery date: Mid- August 2024 (30% of payment)

Task 2: Developing priority areas and key interventions per sector/theme related to children’s well-being and rights to guide the engagement of UNICEF in EAPRO with the ASEAN Secretariat

Deliverable: Guidance note that outlines the development of priority areas and key interventions per sector/theme related to children’s well-being and rights to guide the engagement of UNICEF in EAPRO with the ASEAN Secretariat. This note will be delivered/utilized by UNICEF during ASEAN the discussion/engagement.

Delivery date: End of August 2024 (20% of payment)

Task 3: Documenting the good practices and interventions that supported the rotating ASEAN chair in 2024 and providing guidance to the UNICEF country offices to support their governments with rotating ASEAN chair

Deliverable:

• Documentation of the good practices and interventions that supported the rotating ASEAN chair in 2024

• Guidance for UNICEF country offices to support their governments with rotating ASEAN chair will be developed

Delivery date: End of September 2024 (10% of payment)

Task 4: Developing a preliminary UNICEF’s communications/advocacy plan for the ASEAN engagement – with a close collaboration with EAPRO communication section

Deliverable: A preliminary UNICEF’s communications/advocacy plan will be developed

Delivery date: End of September 2024 (25% of payment)

Task 5: Tracking ASEAN events that UNICEF in EAPR support and analysing the expected influencing impact of that UNICEF’s contributions

Deliverable: Mapping excel/Word doc file of ASEAN events that UNICEF in EAPR support will be developed

Delivery date: September 2024 (5% of payment)

Task 6: Strengthening UNICEF’s engagement and partnership with the ASEAN Secretariat – including liaising and coordinating with various ASEAN teams/divisions to seek for new partnership opportunities, leverage existing partnership and upscale it, and maximize the technical collaboration between ASEAN-UNICEF EAPRO and COs in EAPR and delivering public partnership related ad-hoc tasks, if needed.

Deliverable: Evidence of EAPRO’s contributions to upscaling the ASEAN engagement and ASEAN Community Vision 2045 (e.g. email exchange with ASEAN and or gathering inputs from UNICEF colleagues to strengthen UNICEF’s written or verbal contributions to consultations and strategic plans regarding ASEAN Community Vision 2045)

Delivery date: October 2024 (10% of payment)

Duration of Contract: 10 July 2024 10 October 2024

Duty Travel: No travel involved.

To qualify as an advocate for every child you will have…

- Experience in engaging with the regional or intergovernmental organizations (especially ASEAN)

- Knowledge of work of ASEAN Secretariat

- A minimum of 5 years of relevant professional experience at national and international levels in public partnership in general

- Organizational, analytic, interpersonal and communications skills

List of Qualifications or Specialized Knowledge/Experience Required:

• An advanced university degree (Master’s or higher) in Public Policy, Business Administration, Development, or related field.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

• A minimum of 5 years of relevant professional experience at national and international levels in public partnership, coordination, research, and partnership/engagement with the regional bodies, or equivalent education experience.

• Experience working with public partnership, engagement with the regional or intergovernmental organizations (especially ASEAN) or related field is required

• Strong capacity to work effectively in inter-divisional teams.

• Experience in/knowledge of the UN system and knowledge of work of UNICEF and/or ASEAN Secretariat would be an asset.

• Excellent organizational, analytic, interpersonal and communications skills.

• Fluency in English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
