BACKGROUND

Purpose of Activity/Assignment:

The Division of Data, Analytics, Planning and Monitoring (DAPM) spearheads UNICEF’s efforts to strengthen the management for results in all aspects of our work, particularly in programming in countries and regions. The Programme Effectiveness Team (PET) in DAPM aims to improve the capabilities of field offices to design evidence based and results-focused programmes, implement effective and efficient interventions, monitor results through periodic trend analysis and real-time basis.

This purpose of this role is to scale up, enhance and integrate the two AI tools recently developed (PIDB Recommender and the EYSN QA Tool) with UNICEF corporate systems.

Scope of Work:

The Division of Data, Analytics, Planning and Monitoring (DAPM) spearheads UNICEF’s efforts to strengthen the management for results in all aspects of our work, particularly in programming in countries and regions. The Programme Effectiveness Team (PET) in DAPM aims to improve the capabilities of field offices to design evidence based and results-focused programmes, implement effective and efficient interventions, monitor results through periodic trend analysis and real-time basis.

Organizational performance management unit in DAPM is seeking the services of an AI engineer to scale up, enhance and integrate the 2 AI tools developed (End Year summary narrative QA tool and PIDB Coding Recommender tool) with existing UNICEF cooperate systems.

PIDB Coding Recommender Tool:

General:

  • Ensure the PIDB Recommender Tool supports versioning of uploaded/analysed documents across multiple business areas and users simultaneously. Maximum of 5 versions per Business area. Create a dedicated role-based storage (for system draft), based on country office and individual user.
  • Develop a user tour to introduce new users to the application's functionalities and guide them on its usage.
  • Enhance the overall performance (processing time and prediction) of the application for smoother operation.

Admin Panel:

  • Provide HQ administrators with the capability to update PIDB codes and predefined lists in the app, aligning them with new strategic plans and PIDB codes.

Integration with Corporate Systems (VISION/FIORI):

  • Enable users to
    • 1) Upload Excel files with or without PIDB codes or
    • 2) import CO(s) result structure and PIDB codes directly from VISION planning outline.

AI Model:

  • Elevate the AI model's proficiency in predicting the scale of output markers, SICs, and ISCs by analyzing outcome and output descriptions (incorporating validation flow to enhance predictive accuracy). Address the current challenges pertaining to accuracy in prediction.
  • Add financial estimates dashboard (prediction/analytical).
  • Take into consideration the day-to-day process, which includes adding new activities.

User Interface:

  • Provide a summary statistic table for outcomes, outputs, and activities, along with a summary of errors, warnings, and predicted values by outcome for each Business Area.
  • Implement a feature to highlight predicted cells with a specific color and tooltip instead of the entire row.
  • Implement automated predictions to simplify user experience. Allow users to easily access and visualize predicted values, restricting the display to the top 2/3 values when multiple options are relevant.
  • Optimize filter placement to enhance user-friendliness, visibility, and usability.
  • Ensure seamless user experience in VISION planning outline (Programme structure interface)

EYSN Quality Assurance Tool:

General:

  • Create 2023 Corpus
  • Enhance the internal structure of the yearly corpus, potentially involving improvements to the AI model.
  • Enable support for multiple languages (English, French, Spanish)

Admin Panel:

  • Allow administrators to create or edit the corpus. Implement a user interface to manage both system-generated and user annotations.

Integration with Corporate Systems (RAM):

  • Create an API signature to fetch QA Summary information and details for the error categories. Enable calling the QA tool to post the entire four-section narrative for real-time analysis and processing.

AI Model:

  • Improve the AI model's performance, with a focus on quality checks, enhanced semantic data processing, automated section classification as per the latest end-year reporting guidelines, and improved content detection and flagging algorithms.

User Interface:

  • Revamp the app's user interface (UI) for improved user experience (UX).

Terms of Reference / Deliverables:

  • EYSN QA Tool Integration with RAM and 2023 year-end updates

Deliverables/Outputs:

  1. 2023 Corpus created and finalized to support 2023 end-year reporting
  2. APIs developed to fetch QA Summary information and error category details.
  3. Enable real-time processing by calling the QA tool to post the entire four-section narrative for analysis.

  1. Refined AI model with improved quality checks, semantic data processing, automated section classification, and content detection and flagging algorithms.
  2. Enhanced internal structure of the yearly corpus

  1. Final Admin panel allowing system administrators to create or edit the corpus, align panel with live code and allow user to edit corpus (manage both system-generated and user annotations.)

Deliverables/Outputs:

  1. Enhanced UI with summary statistics on number of errors, warnings, and predicted values by outcome/output and activity
  2. Enhanced UI showcasing predictions with a specific color and tooltip, focusing on individual cells rather than entire rows.
  3. Automated prediction functionality for a more user-friendly experience, limiting the display to the top 2/3 values when multiple options are applicable.
  4. Optimized filter placement for enhanced user-friendliness, visibility, and usability.

  1. Create a user tour to onboard new users and familiarize them with the application's functionalities.

Qualifications:

1) Education

  • Advanced university degree and specialization in Computer science, Information technology, Business Administration, Statistics, or a relevant field.
  • Expert Knowledge of AI technologies (including machine learning, natural language processing, Semantic data processing) and others.
  • Strong communication and project management skills
  • The individual should be proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook, and Lotus Notes.

2) Work experience

  • A minimum of 5-10 years of experience in Information systems or project management, including communication to end users
  • Proven experience with AI projects – data mining, semi-structured data processing and understanding of their architectures and functionalities.
  • Strong experience developing and integrating APIs, with different mechanism for authentication (SSO, API Key).
  • It is preferable that the individual has experience with, or in, multilateral institutions.
  • Knowledge of UNICEF context and Knowledge of IT landscape an added advantage

3) Competencies

  • Expertise in application of Artificial Intelligence technologies
  • Expertise in development of IT systems and related training materials
  • Ability to identify issues, formulate opinions, make conclusions and recommendations.
  • Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and meeting results.
  • Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.

  • Upload copy of academic credentials
  • Financial proposal that will include:
  • the costs per each deliverable and the total all-inclusive (lump-sum) fees for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
