How can you make a difference?

As part of UNICEF ROSA efforts to increase the quality of data collection to better monitor progress towards the SDGs, or as part of program-related studies (baselines, sectoral surveys, etc.) and to engage fully to the uptake of innovations and new technologies and compliance with the ethical standards.

ROSA will continue its support to countries and partners that are generating data on children by implementing the “traditional” or face to face household surveys in all critical steps (design, sampling, data analysis/processing and data visualization). Also, in its effort to respond to the COVID-19 crisis and the huge need it created for faster data that would enable UNICEF to respond effectively: ROSA would assist countries and partners on the design and the implementation and of rapid surveys including phone surveys in all critical steps (questionnaire design, sampling, data analysis and dissemination).

Experts in the following areas are needed

Household survey experts:

    • Provide technical and oversight support for household surveys
    • Provide support to Survey Design, Sample Design (including Sample plan, Sample weight calculation, Sample errors calculation), Data Processing (including Secondary Editing) and Data Dissemination Workshops and build capacity of partners
    • Directly provide support to countries in the implementation of the survey activities including review and finalization of the Survey Plan, review and finalization of sampling and questionnaires, testing of CAPI application, training, monitoring of fieldwork through field visits and review of weekly Field Check Tables or any other fieldwork monitoring tool , data analysis and report writing.
    • Ensure that lessons learned, problems, and good practices are documented throughout the survey process in implementing countries and shared through all means available.
    • Ensure that all survey related documents and deliverables are properly archived throughout the survey process (for example: Survey Plan and Budget, questionnaires, manuals, sample design, training/pre-test reports, expert reports, CAPI application, output and tabulation plan tables, syntaxes, datasets, Final Report, dissemination materials etc.).
    • Technical support and training to UNICEF Country Offices and their national counterparts (e.g. National Statistical Offices)

Sampling experts

    • Technical assistance to Country Offices or the Regional Office for sampling design related matters such as: a) Sample size calculation, b) Primary Sample Units (PSU) selection, c) PSU mapping update and Households listing, d) Households selection, e) Sampling plan elaboration
    • Calculation of sample weights
    • Data analysis with focus on the review of sample weights calculation
    • Calculation of sampling errors
    • Report writing with focus on sampling related components of final reports
    • Review of sampling related chapter of the survey final reports.
    • Technical support and training to UNICEF Country Offices and their national counterparts (e.g. National Statistical Offices)

Data analysis/processing experts

    • Customization of computer assisted personal interviewing (CAPI) application or any other data entry application
    • Capacity development for the use of CSPro (Census and Survey Processing System) software package for tablet data entry as well as data editing or any other software for data entry
    • Capacity development for the use of SPSS (Statistical Package for Social Sciences) software package for data analysis (creation of analysis files, tabulation syntaxes) or other statistical software
    • Review and finalization of datasets
    • Production and validation of the key finding’s result weighted and unweighted tables
    • Archiving the survey related documentation
    • Technical support and training to UNICEF Country Offices and their national counterparts (e.g. National Statistical Offices)

Data visualization experts:

    • Develop and maintain data models, reports, and leading-edge interactive dashboards/applications to provide visually appealing and creative front-end solutions
    • Design and develop compelling data visualizations via a variety of techniques including data storytelling
    • Managing datasets for the visualization, including data cleaning, replacing, and extracting data from the datasets.
    • Creating maps visualizations using MS Excel and PowerPoint or tableau or other tools
    • Creating different types of bars and charts using MS Excel and PowerPoint or Tableau or other tools
    • Creating timeline visualizations using available tools
    • Documentation of the data visualization materials
    • Technical support and training to UNICEF Country Offices and their national counterparts (e.g. National Statistical Offices)

Phone surveys experts

    • Development of the survey methodology including questionnaire design and sampling design (subsampling from different sampling frame, sample selection procedures)
    • Training and data collection monitoring including quality assurance
    • Data processing and data analysis including calculation of sample weights and sampling errors
    • Report writing and dissemination of research findings including production of briefs, blogs and presentation at workshops, conferences and other events
    • Documentation of the survey materials
    • Capacity building of UNICEF Country Office staff, around questionnaire design, sampling, and data analysis.
    • Technical support and training to UNICEF Country Offices and their national counterparts (e.g. National Statistical Offices)

  • At least 8 years of experience in the coordination and/or management of quantitative Large-scale household surveys like MICS, DHS, LSMS.
  • Prior experience on the use of tablets for data collection.
  • Expertise in statistical analyses (familiarity with data processing and data analysis software, SPSS highly desirable) or Stata or other Statistical software
  • Experience in survey report writing
  • Excellent communication and interpersonal skills
  • Fluency in English is mandatory
  • Experience of working in developing countries
  • Ability and willingness to travel to all countries across South Asia

  • Experience in emergency setting

Data Analysis/processing expert

  • At least 8 years’ relevant working experience in Data Analysis/ Processing for household surveys
  • Prior experience with implementation of CAPI Household surveys required
  • Expertise with the Data Analysis/ Processing methodology of household surveys like MICS or DHS is a very strong asset
  • Expertise in statistical analyses (familiarity with data processing and data analysis software, SPSS highly desirable), Stata, or others
  • Excellent communication and interpersonal skills

  • Excellent communication and interpersonal skills
  • Fluency in English is mandatory
  • Experience of working in developing countries
  • Ability and willingness to travel to all countries across South Asia

  • Experience in emergency setting

  • Ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization

Data visualization expert

  • At least a master’s degree or equivalent in Demography, Statistics, or social research or computer science or other related
  • At least 5 years’ relevant working experience in data visualization.
  • Familiar with the household surveys like MICS or DHS is a very strong asset
  • Excellent communication and interpersonal skills
  • Fluency in English is mandatory
  • Experience of working in developing countries

Phone surveys expert

  • Hands-on experience working with large data files such as Census, public opinion, or demographic data
  • Proficiency in statistical analyses (familiarity with data processing and data analysis software, SPSS highly desirable)
  • Experience in survey report writing
  • Excellent communication and interpersonal skills
  • Fluency in English is mandatory
  • Experience of working in developing countries

  • Prior experience in managing phone contact numbers databases

  • Previous experience in Random digit dialing (RDD)

    Duration consultancies:

Consultancy arrangements may range from a fixed number of days to 11.5 months, depending on demand, project specifications and funding availability and will be subject to UNICEF General Conditions of Contracts for the Services of Consultants / Individual Contractors. Working Modality:

The consultant will work remotely but when needed, will work from hiring office.

The work may include incidental travel to participate in field work, workshops or conferences. Such travel will be governed by UNICEF travel policies for consultants.
