Focusing on the public sector, UNICEF's Public Partnerships Division works to achieve two outcomes: 1) The rights and interests of children are effectively translated into policies, programmes and budgets of public partners at all levels; and 2) Adequate, flexible and predictable resources are mobilized and leveraged to achieve results for children.

The consultancy position’s purpose is to support UNICEF Public Public Division (PPD) and Education Section Partnership team in managing the complex and large grants portfolio with the Global Partnership for Education (GPE), which spans over 70 countries. GPE is one of UNICEF’s top donors and provides support to system strengthening of education systems around the world.

Expected start date and duration: June 1, 2022 for 3 months

How can you make a difference?

  1. Support grant management of the GPE grants portfolio (including processing of grant agreements, extension requests, progress/final reports, closing requirements), in close collaboration with internal partners such as Finance Team, Regional and Country Offices
  2. Support financial management of the GPE grants portfolio, including outreach to countries to prepare cash disbursement requests, provide GPE with uncertified donor statements on quarterly basis, and guide countries on financial related issues/questions
  3. Supporting tracking of grants implementation and expenditure rates, including timely communication with regional and country offices to ensure that all grants are implemented in line with donor requirements, including budget expenditure as per set deadlines, and tracking of expiring grants.
  4. Support high level discussions with GPE Secretariat regarding, ‘off track grants’ including preparation/scheduling of calls with regional and country teams to find joint solutions to challenges encountered
  5. Maintain up-to-date information on GPE contributions (by region and grant type), and grants performance across the portfolio, as well as analyze funding and performance trends to inform/support strategic decisions and capacity building initiatives for regions/ countries.

To qualify as an advocate for every child you will have…

  • Completion of Secondary Education (e.g. High School Diploma) is a minimum requirement.
  • A minimum of six years of administrative or clerical work experience is required.
  • Prior experience in programme support functions is an asset.
  • Strong data and financial analysis and good analytical skills.
  • Strong communications skills, verbal and written.
  • Strong organizational, planning and prioritizing skills and abilities.
  • Advance knowledge/experience with Microsoft Excel.
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organisation.
  • Ability to operate in a fast paced environment and meet deadlines.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
