1. GENERAL

The purpose of the Project Coordinator is to link project interventions between local authorities and project beneficiaries, serve as a catalyst, partnership broker, and builder of the capacity of local partners, facilitating the emergence and strengthening of community-led initiatives to take ownership in the improvement and sustenance of the well-being of children and their families within Climate Resilient Herders Livelihood (CRHL) project. This position will also support the implementation of the project and ensure that all the admin-related duties, as well as project management, are running smoothly on a timely manner and the desired project implementation standards. The project implementation targets 4 soums in Uvs province. The project aims to improve resilience, livelihood, and nutrition of poor herder households through livestock provision, home gardening, and producer groups’ formation.

Expected objectives of the expert’s assignment are:

Project Implementation

  • Efficient and effective implementation of the project through the organizational and the donor requirement and compliance
  • Increased organization reputation and relationship in the community

  • Relevant organizational standards and policies & donor requirements are followed and indicator targets are met in project activities

  • Donor reporting requirements are met

Networking and Coordination

  • Effective partnership has maintained in the community
  • Good representation on provincial and soum and national levels as agreed with the respective supervisor.
  • Provide donors and key partners’ vital project information, documentation, stories, and reports on a timely basis.

Stewardship and accountability

  • Well contributed to organizational mission, vision and core values in the community
  • Enhanced effective and efficient utilization of resources and maintained high standards of stewardship and accountability

2. TASK AND RESPONSIBILITIES

The Expert will receive in depth guidance by the Project Manager. The Expert is supposed to perform the following tasks:

Project management

Plan and implement planned activities according to approved Detailed Implementation Plan (DIP) with local government units and other stakeholders. Spend project budgets efficiently in consultation with the team/manager and key partners and donor approvals, ensuring funds are spent in alignment with budgets on time. Mobilize and support the creation, mobilization, and strengthening of community groups and key stakeholders which catalyze community engagement to improve child well-being Facilitate consultative planning, reflection, and feedback with project stakeholders and conduct project end evaluation. Intentional and continuous monitoring and follow up of the project activities and impact and contribute to analysis and interpretation of monitoring data which assured as realistic. Develop and submit monthly/semi-annual/annual reports including progress, learning, challenges, story of significant changes through reflections and monitoring

Networking and Coordination

Builds and maintains effective working relationships with key stakeholders including local government officials, community leaders, and department/units to enhance project effectiveness Ensures project priorities and approaches are aligned with community, partners & donor’s requirements and standards Coordinate and host donors and partners visit in the project fields Regular information sharing with partners/team on project implementation to share best practices and need improvement areas

Stewardship & accountability

Learn and follow WV mission, vision, identity as well as policies and procedure Complete and archive all financial supporting documents and item delivery on time Community contribution and usage of resources are monitored for broader impacts Attends weekly team meetings, devotions and contribute to ongoing reflection & learning within the team to improve program performance Perform any other tasks assigned by Project Manager/GAM Director

The Expert will work at office and travel to 4 target soum monthly basis. The Expert will be supported by Project Manager on performing assigned tasks and responsibilities. Further guidelines relating to the methodology are outlined in the section “Expected deliverables”.

The Expert will be engaged in the period from 23th January 2023 to 29th September 2023 for a total of 8,5 months for this assignment. The contractor is expected to produce the below key deliverables with the tentative deadlines and based on the deliverables the service fee will be paid once a month.

5. Qualifications / EXPERIENCE

The expert’s assignment is expected to be undertaken by an individual to produce the expected results. Accordingly, following qualifications and experiences are required for this individual expert.

Enabling skills

These include the ability to:

  • Excellent computer literacy, particularly, with MS Office
  • Excellent command in both written and spoken English and Mongolian is required

  • Excellent at facilitation and organizing skills

  • Good understanding of incorporating gender issues in development;
  • Ability to work under pressure in an independent manner within an interdisciplinary team of personnel
  • Ability to deal effectively with stakeholders at all levels, including herders, government staff at soum, aimag, national level and international organizations.
  • Ability to work effectively in a team of diverse skills and disciplines
  • Initiative, ability to manage own time
  • Ability to communicate effectively, including reporting skills
  • Excellent analytical skills
  • Strong interpersonal skills and extremely resourceful
  • Experience to complete projects according to outlined scope, budget, and timeline
  • Ability to work effectively in a team of diverse skills and disciplines
  • Able to travel and work in the countryside monthly basis at least 5 - 10 days a month

Other:

In addition, the expert is required to have the following educational background and experiences.

  • Bachelor degree in social science and development or other related field
  • At least 3 years of experience on community development and project management
  • Strong inter-personal experience with Sponsorship activities, program/project planning, implementation and monitoring
  • Experience with faith, community based and child focused Empowerment programs
  • Demonstrated facilitation skills, including catalyzing, connecting, and capacity building
