Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated qualified and motivated Construction (WASH) Engineer

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe.

Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

The Construction (WASH) Engineer will be responsible for all technical activities related to rehabilitation/infrastructure interventions, incl. WASH activities. She/he will ensure efficient and smooth implementation of the WASH upgrades in the targeted area. The roles entails working in close collaboration with SMS & Shelter Specialist, as well as with DRC community-based program staff.

Responsibilities:

To achieve the overall and specific position’s objectives the Construction (WASH) Engineer will perform the following tasks and undertake the following responsibilities:

Program Implementation:

  • Prepare plans, design, drawings, specifications and cost estimates of the prioritized (re)construction works;
  • Prepare work schedule and supervise quality, time, equipment and material of (WASH) (re)construction works;
  • Make sure that all required preparations are in place for technical estimates, design and resource management plan, prepare bid documents and support the project team for a bid selection;
  • Implement effectively and within time and budget of (WASH) (re)construction interventions as per project requirements;
  • Develop and review project designs to ensure compliance with relevant standards, procedures and codes;
  • Develop and review BoQs and technical specifications;
  • Ensure that accurate and detailed records & evidences of project matters are formulated and kept;
  • Conduct site assessments and surveys;
  • Ensure as far as possible the security of the project, of staff, and of equipment;
  • Advise on procurement needs and submit all procurement request to support services unit;
  • Provide on-site technical assistance to staffs, contractors or service providers and beneficiaries during the process of implementation, including management of (re)construction activities;
  • Coordinate with community mobilization officers and beneficiary leaders to ensure community participation and ownership during WASH (re)construction interventions;
  • Liaise with community leaders and other sectors and agencies working locally in order to provide useful inputs within the WASH sector. This includes taking concerns regularly at community meetings and report on requirements as needed;
  • Liaise with Hygiene Promotion Officer and Community Mobilizer Officer for successful implementation of WASH and community-based activities in Refugee Accommodation Centres and out of sites;
  • Provide donor, government and weekly 5W matrix reports timely and accurately;
  • Contribute to representation of DRC in WASH meetings and oher related coordination mechanisms;
  • Carry out other related tasks as directed by the line management.

Reporting:

  • Keep proper records of field expenditures when appropriate and report on these to the Shelter Specialist & Country Program Manager;
  • Collect data from the communities and local partners and prepare reports for submission to Shelter Specialist & Country Program Manager;
  • Prepare and submit regular progress reports and work plans to the Shelter Specialist & Country Program Manager;
  • Providing feedback and reports to supervisor regarding work plans, contingency plans and general program implementation.

Experience and technical competencies:

  • A University degree in Civil Engineering or other related architecture certification;
  • Minimum 3 years of experience in engineering and construction works and/or Shelter/WASH activities with a local or international NGO, UN agency, etc.
  • Close familiarity with water supply & sanitation engineering, hydraulic, water resource or environmental engineering;
  • Familiarity with the SPHERE Project and Minimum Standards
  • Strong experiences in monitoring of construction sites
  • Knowledge in processes related to tendering of works and equipment.
  • Strong computer and data management skills.
  • Previous work experience in refugee/IDP settings and complex emergencies is an asset.

Education:

A University degree in Civil Engineering or other related architecture certification;

Languages:

  • Romanian - advanced;
  • English - intermediate.

We Offer

Contract type: National Staff Contract.

Contract length: 06 months with the possibility of extension depending on the availability of funding.

Band: Non-Management, G

Duty base: Chisinau

Start date: 25.09.2023
