UNICEF office in Haiti is a medium-sized office with a full operations component of the Country Program located in the capital city to have close proximity to government partners. UNICEF engages in construction and rehabilitation activities when needed to support the delivery of its programmatic mandate. UNICEF Haiti currently has a construction portfolio including the construction of schools and child-friendly spaces, and the rehabilitation of health centers and UNICEF offices.

Under the direct supervision of the Construction Manager/P4, the Construction Officer will be responsible for providing technical support to program sections on planning and coordination of construction and rehabilitation works, providing technical support to the supply section on the procurement of construction services and works, as well as coordinating and monitoring that construction works are executed as per the signed contracts in terms of budget, quality and timeline. The incumbent will require regular visits to the construction sites, some of which entails traveling in Haiti. The post will act as Office in Charge (OIC) during the absence of the Construction Manager.

Impact of the results: The ability of the Construction Officer to provide support to the Construction Manager/P4 successfully plan and monitor construction activities for UNICEF programme/ Operations, and directly impact on programmatic goals and results for children. This in turn contributes to maintaining/ enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF image as a competent organization for delivering cost effective and sustainable programme results for children.

To qualify as an advocate for every child you will have…

  • A university degree is required in in civil engineering, construction engineering, architecture or other relevant area.
  • A minimum of Two years of relevant professional experience at the national and/or international levels, in project monitoring, site supervision, quality assurance and/or other directly-related technical fields is required.
  • Understanding of development and humanitarian work.
  • Knowledge and experience on emergency preparedness response is an advantage.
  • Fluency in French and English is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.

Remarks:

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be cancelled.

Background checks will include the verification of academic credential(s) and employment history. Selected candidates may be required to provide additional information to conduct a background check.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
