This is a UNV National Youth contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Youth contracts.

UNICEF works to promote and protect the rights and well-being of children and women in Afghanistan. Since 1949, UNICEF has been bringing basic services, including education, health, nutrition, protection, water, sanitation, and hygiene to those who are most in need, addressing inequities in each of these areas. UNICEF also provides humanitarian assistance during emergencies. To carry out the above-mentioned functions, UNICEF has several construction activities in various locations in Afghanistan. UNICEF appoints construction contractors, based on the requirements and as per the standard UNICEF procurement procedures. Management of construction projects is carried out by the construction unit, and the day-to-day supervision and quality assurance is carried out by UNICEF-appointed engineers, hired as consultancy firms. UNICEF construction unit engineers are responsible to manage a construction project, identifying technical requirements, preparing a suitable construction work plan, closely monitor the contractors and consultancy firms’ activities, ensure quality construction, and completing the projects as per the agreed construction period. The Construction Officer will work under the construction unit and under the supervision of UNICEF engineer in charge.

Within the delegated authority and under the supervision of Chief of Supply & Logistics or his/her designated mandated representative(s), the UNV Construction Officer will:

The main responsibilities of the Construction Officer will include but are not limited to the following: • Review payments/variations and compile supporting documents; monitor construction expenditures and progress certificates; prepare and maintain a relevant table for each construction activity. • Draft tender documents in relation to construction works and engineering services; attend bidders' conferences and present the technical components of the tender; draft answers to technical questions raised by the bidders during the tendering. • Assist the Supply section in preparation of LPA requests with supporting documents related to construction activities. • Check technical documents related to construction (design drawings, technical specifications, and bills of quantities); verify whether they are clear, complete, and compliant with programmatic and construction needs, eco-efficiency, and accessibility requirements. • Process and control all project document type on a day-to-day basis in an accurate and timely manner. • Ensure that quality documentation, such as documents, drawings, RFIs, and incoming and outgoing registers, is maintained. • Receive weekly reports from Consultancy firm/quality assurance engineer and update construction dashboard

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Civil and Architecture Engineering or relevant area is required.
• Professional work experience at the national and/or international level in building construction and project management or other relevant programmes is required, experience working in the UN or other international development organization. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness.
