Background Information - Afghanistan

With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services.

The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. UNOPS AFCO’s mission is to exceed the expectations of all stakeholders in the delivery of AFCO services, at all times, in all places, in all circumstances, in order to improve the lives of Afghans in need.

Background - Project

The Construction of the Air Navigation Service Facility and the Control Tower at the International Airport in Kabul City, Afghanistan - (JICA VII), funded by the Government of Japan (GoJ) through the Japan International Cooperation Agency (JICA) involves the design review and construction which is intended to improve the Airport facilities and the project aims to enable increased air traffic into and out of Afghanistan, in full alignment with ICAO standards, thereby supporting economic development of the country.

The project includes the following specific project scope components for design review, procurement of construction works, construction supervision, financial management and reporting. Planned construction works outputs include the basic and detailed design of the ANS Facility and Control Tower and the Construction of the ANS Facility and Control Tower.

Background Information - Job-specific

Under the overall supervision of the Senior Programme Manager and Deputy Project Manager, the Construction Management Engineer is expected to support the implementation of the project activities through the provision of technical expertise and the application of best practices in the project implementation. The Construction Management Engineer will assist the Senior Programme Manager, Deputy Project Manager and Quality Engineer to oversee implementation of contracted ANS and Control Tower facilities works in conformance with the design technical specifications. Any situation that may require decision making which will involve changes in the designs and/or plans will be brought to the notice of the Senior Programme Manager / Deputy Project Manager with details of issues encountered at site and appropriate recommendations.

Functional Responsibilities

Specifically, the Construction Management Engineer will be responsible for construction sites and shall perform the following duties and responsibilities:

  • Supporting the Senior Programme Manager, Deputy Project Manager and Quality Engineer to ensure the overall and timely delivery of the UNOPS JICA VII Project;
  • Understanding the technical specifications and scope of works for the Contractors that have been assigned to him/her by the Senior Programme Manager (or Quality Engineer on his/her behalf);
  • Ensure that all construction materials (e.g. steel, cement, pipes, aggregates) are sourced by the Contractor from the approved quarry sites or suppliers;
  • Check contractor’s compliance to material specification for steel, cement, pipes etc., and provide regular reports to the Quality Engineer and Senior Programme Manager / Deputy Project Manager;
  • Assist the Senior Programme Manager / Deputy Project Manager in the implementation of Quality Plans to ensure specified quality of the ANS and Control Tower facilities works is achieved;
  • Develop basic bills of quantities and cost estimates, whenever asked by the Senior Programme Manager;
  • Monitor the ANS and Control Tower facilities construction works to ensure the work complies with the design and specifications;
  • Collect and document site information in relation to contractor’s work including information on the contractor’s work force, weather, progress of work and any other related information;
  • Check contractor’s claims and submittals for accuracy, and make recommendations to the Senior Programme Manager;
  • Ensure the strict implementation of quality control standards and procedures on the sites and report regularly to the Senior Programme Manager / Deputy Project Manager, and/or Quality Engineer;
  • Take necessary steps to ensure timely completion of contractors’ work;
  • Prepare project progress reports and project briefs to the Senior Programme Manager / Deputy Project Manager, and assist him/her in compilation of data for reporting and briefings;
  • Prepare and manage project documentation systematically, especially assuring the organization and tidiness of the contractors’ site registers;
  • Assist the Senior Programme Manager / Deputy Project Manager in the hand-over and closing of the project;
  • Support the overall ownership and management of UNOPS assets at construction sites;
  • Perform any other tasks as may be assigned;

Education/Experience/Language requirements

A. Education

  • Bachelor’s Degree in Civil or Structural Engineering;
  • Professional Certificate in a relevant field and/or a Master’s Degree will be an advantage;

B. Work Experience

  • Minimum 2 years of field work experience in the field of construction preferably the building construction or design with proven experience in the supervision of multiple construction sites;
  • Previous work experience with the United Nations/UNOPS is desirable but not a requirement;
  • Working knowledge of MS Office programs, Google Suite, MS Project, AutoCAD and telecommunications equipment and systems;
  • Knowledge of UN/UNOPS rules and regulations is an advantage;

C. Languages

  • Fluency in English is required
  • Fluency in Pashto and Dari languages are highly desired;
