New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. UNOPS has signed an agreement with the UN ESCAP (Economic and Social Commission for Asia and the Pacific) to implement the project activities for the support for cost engineering on the Seismic Migration Project.

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region. UNOPS has been requested to assist in the implementation of this activity for DOS/OSCM/LD

This position is located at the Seismic Mitigation Project (SMP) Project Management Office within the Division of Administration (DA) the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, Thailand. The Construction Engineering Technician – Specialist (Quantity Surveyor) will be working under the direct supervision of the Senior Programme Manager in coordination with the Project Engineer of the SMP.

The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Under the direct supervision of the Senior Programme Manager and in coordination with the Project Engineer, the Construction Engineering Technician – Specialist (Quantity Surveyor) will perform the following duties:

  1. Provide substantive advice to the project engineer by applying commonly used quantity surveying calculations, practices and precedents in controlling costs of larger projects during the design and construction of buildings and other related structures and activities.
  2. Review bill of quantities, and related project documentation, prepared by the project’s architects and engineer to ensure it is reasonably accurate, complete and substantiated.
  3. Maintain and update the overall project cost plan, commitments and expenditures and coordinate with the information and reporting with the financial team.
  4. Establish, and/or enforce, overall project cost control / tracking procedures including reporting on budget status to project executives.
  5. Prepare and update the cost plan for the annual report and provide supplementary information as required.
  6. Assist during the tender process of the various procurements by advising suitable selection criteria, answering bidder questions, reviewing financial submittals and providing recommendations regarding accuracy and completeness of bidder’s financial submissions.
  7. Develop, plan and design cost control documentation for project and contractor during the construction.
  8. During the execution of the work: monitor and keep track of project progress, perform the measurement and valuation of variations, review and advise on the interim payments and the final account and participate in coordination meetings as required.
  9. Assist stakeholders and tenants to develop their SMP related budgets (e.g., furniture) by providing project related cost information.
  10. Performs other duties as required

Education/Experience/Language requirements

a. Education

● Advanced University Degree (Master’s degree) or equivalent preferably in engineering / quantity surveyor or related field of engineering is required.

● A first level university degree with 2 additional years of relevant work experience may be accepted in lieu of the Advanced Degree.

b. Work Experience and skills

● Minimum of five (5) years of experience in quantity surveying or construction engineering, and/or in the design and construction industry for large projects is required.

● Experience in the development and monitoring of project cost plans is required

● Experience within the UN system is desirable.

c. Language

● Fluency in written and spoken English is required. Fluency in additional official UN languages is desirable.
